OMMA NDING O FI ER CAPTAIN J.R. STARK Captain James R. Stark is a Surface Warfare Officer with experience in cruisers, destroyers, and frigates. Since graduating from the U.S. Naval Academy in l965, Captain Stark has served in USS BRO WSON CDD-8681, USS WILKINSON CDL-52, USS JENKINS CDD-4471, USS HIGBEE IDD-8062, USS MYLES C. FOX CDD-2892, And USS RICH- MOND K. TURNER CCG-201. He commanded USS JULIUS A. FURER KFFG-62 from l98l to l983. Ashore, Captain Stark attended the University of Vien- na as a Fulbright Scholar and later studies international relations and political science at the Fletcher School of Law and Diplomacy, Tufts University, Medford, Massa- chusetts, earning M.A., MALD, and Ph.D. degrees. He has had two tours on the staff of the Chief of Naval Oper- ations. Prior to reporting to LEAH Y, he was assigned to the White House as Director for Political-Military Affairs on the staff of the National Security Council Captain Stark commanded LEAHY from July I 7, l98 7 to November I, l989. Captain Stark is married to the former Roswitha Stari of St. Paul, Carintha, Austria. They ha ve two children, James Jr. and Lisa. - 4 Wim Ugg?

FLEET ADMIRAL LEAHY The symbolism involved in the ship 's insignia is basic, yet highly significant. The circle of five stars symbol- izes the U.5. Na vy 's first Fleet AdmiraL William D. Leahy, for whom the ship is named. The crossed Terrier missiles refer to LEAHY's primary weapons system, and symbolizes that she is the first in the class of double- L 'Promta et Parata , translates literally to Prompt and Ready . It embodies LEAHY's distinguished record of f performance and timeliness, challenging all who serve aboard her to continue the tradition of excellence by being ready to perform every assigned task. LEAH Y CG-I6 USS LEAH Y C C G-I6 Q was named after Fleet Admiral William Daniel Leahy. Admiral Leahy served as Com- manding Officer of six ships, including the battle- ship NEW MEXIC O. Additionally, he served as Com- mander-in-Chieh Battle Force. Admiral Leahy served as Chief of Naval Operations from l937 until his retirement in l939. He was recalled to active duty as Chairman of the newly created Joint Chiefs of Staff in l949, and continued on duty as advisor to the Secretary of the Navy until his death 20 July, l959. LEAHY is the first of its class of guided missile cruisers. She was built by Bath Iron Works in Bath, Maine. Her keel was laid 3 Dec I959 and the ship was commissioned 4 August l962 and later homeported in Norfolk, Virginia. On I2 May I975, during her sixth Mediterranean cruise, LEAH Y visited Leningrad, Russia, the first U.S. Warship to do so since the early l86O's. In l976, LEAH Y was transferred from the Atlantic to the Pacific Fleet. From July l987 to August l988 LEAH Y underwent a major overhaul at Long Beach Naval Shipyard. During overhaul LEAH Y received the New Threat Upgrade to her weapons system. This was LEAHY's twelfth major deployment. LEAH Y is 533 feet long and 55 feet across the beam, displacing 8,6117 tons. The ship has a comple- ment of 383 enlisted men and 28 officers. LEAHY's armament includes Terrier surface-to-air missiles, ASROC fAnti-Submarine Rocketj, two triple torpedo tubes, Harpoon cruise missiles, and the Phalanx Close ln Weapons System.

West was born and raised in the Finger Lake Region of New York State and graduated from the University of Rochester in l965, receiving his commis- sion through the NRO TC program. Captain West has served at sea as Division Officer and First Lieutenant onboard USS WASP C C VS-l82, Department Head onboard USS CHARLES F. ADAMS KDDG-21, and as Commanding Officer of USS OPPROTUNE CARS-40 and USS MCINRENE Y fFFG58j. Shore assignments include Operational Test Director for the Navy's Cruise Missile Program at COMOPTEVFOR Norfolk, Virginia, as Staff Officer with the Chief of Naval Operations COP-062, Washington D.C., and as Deputy Assistant Chief of Staff for Operations, CINSOUTH Naples, Italy. Captain West has attended the Naval War College and holds a Master Degree in Management from Salve Regina College. Captain West assumed command of LEAH Y on November l, l989. Captain West is married to the former Bernadine Lom- bardo, also from Port Byron, New York. They have three children, Kimberly 21, Jennifer I4: and Benjamin, IQ
