After completing a Shakedown cruise, she reported to her first homeportg Charleston, South Carolina. The ship made two six- month cruises to the Mediterranean Sea during the next three years. LEAHY was decommissioned in February, 1967 at the Naval Shipyard in Philadelphia for a complete modernization package. The Naval Tactical Data Sys- tem QNTDSJ and associated radars were installed, giv- ing her the most up-to-date computerized weapons sys- tem in the fleet. The ship was recommissioned in May 1968 and reported in August to her new homeportg Norfolk, Virginia. Within the next six years, she made four more cruises to the Mediterranean. During this period, she underwent a major overhaul at the Norfolk Naval Shipyard. On May 12, 1975, shortly before her sixth Mediterra- nean cruise, LEAHY was the first U.S. warship to berth in Leningrad, Russia since the early 186C's and the first U.S. warship to visit the Soviet Union since World War II. In all, more than 12,300 Soviet visitors toured LEAHY during her five day visit. After completing her Mediterranean cruise in Octo- ber, LEAHY was transferred to the Pacific Fleet and her new homeport, San Diego, in January, 1976. After participating in various fleet exercises off the West Coast, LEAHY steamed to the Long Beach Naval Ship- yard in September 1976 to begin a year-long overhaul. During her 12 months in the yards, LEAHY received many improvements and modifications in her fire con- trol system, engineering plant, communications system and other areas, designed to assume her of being a viable class leader for another five years. LEAHY returned to San Diego in October, 1977. On July 6, 1978, she began her first Western Pacific Cruise as a member of the Naval Surface Force, Pacific Fleet CNAVSURFPACJ, a 180-ship force charged with pro- tecting our country's interests in the Pacific Ocean. Petty Officer Barrett was born October 22nd, 1957 in Lima, Ohio. He joined the Navy on 24 October 1975 and has been a Leahy shipmate since 11 June 1977. He is survived by his wife, Lenee Ann Barrett, his parents, Mr. and Mrs. Lawrence Barrett, two sisters and a brother. We have lost a valued shipmate. We have lost a valued friend. What he accomplished we can only reflect on. What he may have accomplished we can only speculate. His destination has been determined by a higher power. He is lost to us, but he is not forgotten. He attended the University of Minnesota and was graduated from the United States Naval Academy at Annapolis in 1954. Captain Ulrich has commanded the USS SOMERS QDDG-345 and the USS MALVERN CPC-5801 and served as Executive Officer of the USS ROWAN KDD- 7821. Other sea assignments include Engineer of both the USS ORISKANY QCVA-345 and the USS HARRY E. HUBBARD QDD-7485. He was a member of the pre- commissioning crew of the USS BAINBRIDGE QDLGN-255 and remained in that ship during subse- quent outfitting and deployment. Captain Ulrich has also served as Surface Operations Officer on the staff of Commander Attack Carrier Striking Force Seventh Fleet CCTF-775. He has served ashore as the Senior Member of the Pacific Fleet Propulsion Examining Board, the Direc- tor of the Instrumentation Department of the Naval Oceanographic Office and as a staff member to the Assistant Secretary of Defense CAtomic Energyl. He completed Surface Nuclear Power Training and was assigned as a staff member to the prototype reactor plant at Idaho Falls, Idaho. He has received post gra- duate training at The Ohio State University and was awarded a Master of Geodetic Science Degree. He re- ported aboard as Commanding Officer of the USS LEAHY QCG-161 on November 11, 1978, and has re- cently completed his second Western Pacific Cruise as Commanding Officer of the Sweet Sixteen. Captain Ulrich is married to the former Carolyn Joan Bastey of Bangor, Maine. The family, including Susan and Robert, resides in San Diego, California. EXEC TI VE FICERS-PAST A D PRESEN ,J CDR EDWARD S. FINN Commander Finn, a native of California, graduated from the University of Washington in 1961. He re- ceived his commission after attending Officers Candi- date School and was then assigned to USS SHIELDS IDD-5965, homeported in San Diego. Subsequent tours at sea include nucleus crew assignments on both USS REEVES CDLG-245 in 1964 and USS WABASH CAOR-53 in 1971. After graduation from Naval De- stroyer School in 1966 he served onboard USS HAR- WOOD CDD-8615 and USS TOPEKA QCLG-85. His latest tour of duty was as Executive Officer onboard USS LEAHY CCG-161 and on 27 July he departed LEAHY to take command of the USS MEYERKORD IFF-10581. Commander Finn is married to Nancy Norfleet Anthony of Jacksonville, Florida and has two sons, Brian and Kevin. CDR ROBERT D. M OSER CDR Robert D. Moser was graduated from the Uni- versity of Cincinnati in 1966. After completion of Offi- cer Candidate School, he was commissioned and or- dered to the U.S. Naval Submarine School. CDR Moser served aboard USS DARTER CSS576D through 1972, serving as the Head of All Departments during his tour. After completion of his tour of duty with Corn- mander Fleet Air Mediterranean and Commander Submarine Group Eight, CDR Moser attended the Surface Warfare Officer's School. Upon completion, he served as Weapons Officer with the USS THOMAS C. HART QFF-10921. CDR Moser's last tour of duty was with the Atlantic Command serving in the Unified and Fleet Operations Directorate. He was graduated from the George Wash- ington University with a Masters Degree in Manage- ment. He is also a graduate of the Armed Forces Staff College. CDR Moser is married to the former Lois Esther Eggerding and they have two children, Kelli Lynn, 10 and Robert Jr., 5. The signal bridge, under the watchful eyes of SMC Arleigh Felch have consistently been tasked to provide complete visual communications during all major evolutions. SM2 Colon, SM2 Ar- cher, SM3 Dinwiddie, SMSN Aldridge,SMSA Twiss and SMSA Flores can always be found oper- ating flashing light, sending semaphore or hoist- ing tactical signals on the yardarm. In radio cen- tral, the ears of the ship, RMC Richard Sasso and RM1 Hunt are capably keeping us in touch with the rest of the world. RM1 Blackburn and RM1 Stephens have been fine tuning our teletypes and ensuring that they are in top-notch condition. Al always, RM2 Price, RM2 Strovers, RM2 Hafich, RM3 Mattson, RM3 Davis, RM3 Brezarich, RM3 Ferguson, RMSN Tongson, RMSA Bell, RMSA Sherwood and RMSA Deneed all perform the vi- tal functions of keeping our radio circuits up and performing the required maintenance on all LEAHY's many antennas, radio transmitters and receivers. ECM made its first appearance during the early part of World War II and is still in use today. In England, EW was recognized as a vital phase of WW II. Mr. Winston Churchill was one of the first leaders to recognize its potential. In his war memoirs, he writes: during the human struggle between the British and German forces there is a secret war whose battles were won and lost unknown to the public. Mr. Churchill referred to the first use of ECM as the Battle of the Beams. It took place in England during 1940. The Germans established a series of radio stations in northern France. These stations were beamed over London and the German aircraft with their electronic equipment could follow the beams directly to London. With the use of ECM, the British transmitted false beams and on several occasions German bombers be- came completely lost and landed on British air bases. Development of ECM continued to flourish and on September 8, 1970 the USN authorized the rate of EW, or Electronic Warfare Technician. GMGS primarily maintain, repair and supervise the firing of the 3 f50 gun mounts. Among other responsi- bilities, the gunners maintain all of the ship's small arms, including 45 caliber postols, M-14 rifles, shotguns and M- 60 machine guns, Accounting for all ammunition and maintaining the magazine spaces are additional major re- sponsibilities of the Gunner's Mate. A Gunner's Mate is included in the rescue boat crew during man overboard, plane rescue and helicopter operations. During Underway Replenishment, Gunners are on sta- tion with a line-throwing gun to shoot a line over to ships coming alongside. These and many other complaints are standard, daily routine for the two corpsmen of LEAHY. While they aren't doctors and don't perform operations or surgery, HMC Clements P. Forosan and HM2 Rodney P. Sexton take care of a number of ailments every day. During the course of a cruise, they have to ensure that the proper preventive steps are taken to keep our crew healthy and free of some of the more exotic diseases that have been all but obliterated in the United States. They have to be able to provide first aid for everything from splinters in the fingers to temporary aid for broken bones. The more serious injuries and ailments have to be either kept as comfortable as possible until we arrive at a port with a hospital or, if we have a larger ship in the area with a full hospital on board and a doctor, the injured crewman can be taken over by helicopter CMEDEVACD, Our corpsmen are a vital part of the crew and the best greeting that they can hear is Wow, do I feel great today.
