Staff Copes with Prop. 13 Challenge 1978-79 was an unusual year due to the many problems created by the passage of Proposition 13. it ' Laton felt the pinch by the reduction of funds which caused many cut- -r backs in materials, services and D, personnel in the district. At the high - school, field trips were restricted, rooters buses were eliminated, and ' T supplies reduced in certain areas. David Vaughn became sf superintendent and acting principal leaving a vacancy in the High School principal's job which was covered by other staff members. David B.
