Born in Roanoke, Virginia on 29 November 1933, Commander Newcomb attended Roanoke College graduating with a Bachelor of Science in Mathematics in June 1955. He entered the Navy in September of 1956 and was com- missioned 18 January 1957 upon completion of Pre-Flight in the AOC program at Pensacola, Florida. Commander Newcomb served in VP-44 as an aerial navigator and ASW evaluator from March 1957 through June 1958. His next duty was as an aerial navigator with Project Magnet, an airborne survey of the earth's mag- netic field, from June 1958 to January 1961. In January 1961, he reported to U.S. Naval Space Surveillance at Dahlgren, Virginia serving until June 1962. Attending the U.S. Naval Post Graduate School from July 1962 to June jouettys Fourth Executi ffioer COMMANDER Z. L. NEWCOMB U.S. NAVY and graduating with a Masters Degree in Operational Anal- ysis, he reported to USS RANGER fCVA6lJ in July 1964 as Assistant Navigator until June 1966. . After serving in the Office of the Chief of Naval Oper- ations and attending U.S. Naval Destroyer School, Com- mander Newcomb reported to the USS FOX fDLG33D to serve as Operations Officer until November 1970. He re- ported aboard JOUETT and relieved Commander Nicholas Brown as Executive Officer on 8 January 1971. Commander Newcomb is married to the former Miss Lundwell Newman of Roanoke, Virginia. They have three children, twin daughters Debbie and Linda and a son Mike, and reside in Chula Vista, California. 1i
