P PER Commander United States Naval Reserve Commander Piper was bom in Orange, New Jersey in December 1956. He attended the University of Rochester on a NROTC Scholarship, receiving a commission as Ensign, United States Navy in May 1979. Following initial training at Surface Warfare Officer School and Fleet Damage Control Training Center, Commander Piper reported for duty as Damage Control Assistant aboard the USS PAUL CFFG 1080J in December 1979. He subsequently split toured to USS BID- DLE CCG 345 as Main Propulsion Assistant in April 1982. In October 1983, Commander Piper reported to Surface Warfare Officer School Com- mand as an Engineering Instructor at the Division Officer Course. He departed for Depart- ment Head Training in January 1986. Commander Piper reported to USS THORN CDD 9885 in September 1986 for duty as Chief Engineer. He split toured to the USS RICH- MOND K. TURNER CCG-201 in June 1988, again as the Chief Engineer. Converting to Training and Administration of Reserves CTARD program in 1989, he was assigned as Commanding Officer of the Naval Reserve Center, Horseheads NY. While at this reserve Center he was selected for Lieutenant Commander. Relieved of command in September 1992, he commenced the training pipeline to assume command of PELICAN, a coastal mine hunter CMHCJ under construction. Com- mander Piper was diverted to assume command of USS AVENGER CMCM 11 in May 1994. Participating in numerous mine warfare and fleet experiments and exercises, USS AVENGER was one of the worldis most capable mine countermeasures platforms. Upon being relieved of command, Commander Piper reported to the staff of Chief of Naval Operations, Expeditionary Warfare Division in May 1996. He acted as a Resource and Action Officer, dealing with budgetary issues surrounding Mine Warfare and Naval reserve programs. Commander Piper detached in February 1998 for training enroute to assume command of USS JOHN L HALL CFFG 323. Commander Piper' s personal awards include the Meritorious Service Medal C2 awardsj, Navy Commendation Medal C2 awardsj, Navy Achievement Medal C2 awardsj and numer- ous unit awards. He is married to the former Teresa Ann Lapp of Cedarhurst NY. They have three boys, Chris C10D, Steven C71 and Hunter C31 5

Bot- tom: LCDR Oyler Lieutenant Commander Oyler was born in Indianapolis, Indiana in keeps a vigilant Watch December 1958. After graduation from high school in 1976 he attended Shippensburg Unitversity, in Pennsylvania, graduating in 1980 with a Bachelor of Science degree in Management Science. He joined the Navy in 1984 and obtained his commission through Offi- cer Candidate School, Newport, Rhode Island in March 1985. Following initial Division Officer training at Surface Warfare Officers School, Coronado, CA, Lieutenant Commander Oyler reported for duty as First Lieutenant in USS MARVIN SHIELDS CFF 10665, San Diego, CA, in October 1985. During this tour he also served as Navigator!Administrative Officer and completed a Western Pacific deployment. In May 1988, he reported for duty as prospective Combat Information Center Officer for the pre-commissioning crew of USS COMSTOCK CLSD 455. Following a New Orleans com- missioning ceremony in February 1900, COMSTOCK was home- ported in San Diego, CA. In June 1991, Lieutenant Commander Oyler reported to Comman- der, U.S. Naval Activities, United Kingdom as the Administrative Officer. Following this 2-year shore tour in London, he departed for Department Head training in June 1993. In March 1994, Lieutenant Commander Oyler reported as Opera- tions Officer in USS NICHOLSON CDD 9825. During this tour he completed a 15-month complex overhaul in Charleston Naval Ship- yard, a homeport shift from Charleston, SC to Norfolk, VA and an Arabian Gulf deployment. From NICHOLSON, he reported to the staff of Commander, Carrier Group Two, in June 1997, as the Tom- ahawk Stiike Officer. During this tour he completed a Mediter- ranean!Arabian Gulf deployment embarked in USS JOHN F. KENNEDY CCV 675. He detached in April 1999 for Prospective Executive Officer training. Lieutenant Commander Oyler reported to his current command in July 1999 as Executive Officer in USS JOHN L. HALL CFFG 325, homeported in Pascagoula, Mississippi. - Lieutenant Commander Oyler, s personal awards include the Navy Commendation Medal C3 awards5, and the Navy Achievement Medal, in addition to several service awards. He is married to the former Nancy Wright of Shippensburg, PA. They have two children, a girl and a boy, Logan C135 and Dustin C115. The Oyler family currently resides in Norfolk, VA. 6 over the Focisle dur- ing high-line chair evolution with the Bloys Van Treslong.
