He must be that, of course, but also a great deat more. He should be as well a gentleman of liberal education, refined manners, punctilious courtesy, and the nicest sense of personal honour. Coming now to view the naval officer aboard ship and in relation to those under his command, he should be the soul of tact, patience, iustice, firmness, and charity. No meritorious act of a subordinate should escape his attention or be left to pass without its reward, even if the reward be only one word of approval. Conversely, he should not be blind to a single fault in any subordinate, though, at the same time, he should be quick and unfailing to distinguish error from malice, thoughtlessness from incompetency, and well- meant shortcoming from heedless or stupid blunder. As he should be universal and impartial in his rewards and approval of merit, so should he be iudicial and unbending in his punishment or reproof of misconduct. All these considerations pertain to the naval officer afloat. But part, and often an important part, of his career must be in port or on duty ashore. Here he must be of atfable temper and a master of civilities. He must meet and mix with his inferiors of rank in society ashore, and on such occasions he must have tact to be easy and gracious with them, particularly when ladies are present, at the same time without the least air of patronage or attested condescension, though constantly preserving the distinction of rank .... COMMANDING OFFICER QRELIEVINGI COMMANDER MAURICE c. oRBEroN, Jr., usN A native of Bangor, Maine, CDR ORBETON was educated at the Uni- versity of Maine and the United States Naval Academy. He was com- missioned in June l944 and assigned to duty in USS WINSLOW CDD-359D. Subsequently, he has served in USS POWER QDD-8395, USS LITTLE ROCK CCL-925, USS HOBSON CDMS-2655 USS MACON CCA-925, as Commanding Officer, USS IMPERVIOUS CMSO-4492 and as Executive Officer of USS ROOKS CDD-80-4D and USS CALVERT QAPA-32D. CDR ORBETON has had shore duty tours in the Bureau of Naval Personnel, the Office of the Chief of Naval Operations, as an Assistant Naval Attache in Rome, Italy and as Head, Education and Intelligence Departments as the U. S. Naval Amphibious School, Coronado, California. He is a graduate ofthe U. S. Naval Intelligence School, Anacostia, Maryland. CDR ORBETON is married and has four children. He and his family will reside in the Pearl Harbor area.
