WILLIAM M. FOSTER Commander, U.S. Navy Commanding Officer Commander Foster was commissioned in March, l94i, after completing the Midshipman school at Northwestern University's Abbot Hall. His first assignment was to the Battleship California, and he was on board during the bombing of Pearl Harbor. The Captain's duties in the Navy during the war were mostly in the gunnery departments of his ships. After the war, he was assigned to the Bureau of Ordnance, the General Line School, and the Fleet Sonar School at S-an Diego.
