SCHDOL BOARD NEW AMENDMENT DISCUSSED The HP School Board was very busy during the 1984-85 school year. The members devoted many hours to the study of the new House Bill 72, which promised to bring a lot of changes to education. As board member Bobby Reed commented, the house bill will affect HPISD adversely in one way, as much of our state funding has been taken away. The bill will also have a negative effect on athletics and other extracur- ricular activities because of stricter eligibility re- quirements. But HP's already high academic standards will not be affected, stated Mr. Reed. Another facet of HB 72 that concerned the School Board was the idea of merit pay for teachers, a question the board has already considered in past years. Under the new system, deserving teachers could be paid up to S6000 more than at present. Methods of deter- mining merit have not been determined as yet. Mr. Reed stated that he feels the merit pay system would give sup- port to the already outstand- ing teachers in the school district. ZX M'-thai One: Mind-boggling decision: Dr. Winston Power, superinten- dent, discusses this year's changes. Two: Dr. John Eisenlohr reports on his trip to Austin. Three: Mrs. Ann Smith listens to discussion of the house bill. Four: Mr. Jack Davis ponders the issue. 14 EDITORIALS

PRINCIP Tom Monroe ..., One: Mr. Munroe and Miss Anderson look in on a pep rally skit. Two: Mr.Munroe gives some advice to his terrier Cricket. A N OTABLE PRINCIPAL Tom Munroe, the principal at Highland Park, has been in the school system for 23 years, starting his career as a mathematics teacher at HPHS. After serving as assistant principal, Mr. Munroe became principal of Hyer Elementary School, and 1982 saw him return to HPHS as principal. These days Mr. Munroe is being kept busy by the House Bill 72, which is bringing a lot of changes to education in Texas. Teacher evaluation will be different from other years, since each teacher will be rated and placed on a certain level of the teaching ladder. Students are also being made to toe the mark scholastically, although Mr. Munroe feels that HP students are already superior to other high schools. Mr. Munroe values the com- mitment that students and their parents are willing to make towards getting a good education at HP. His main concern is that conditions are right for quality instruc- tion to take place. Mr. Munroe is busy all year round, even in the summer, when he supervises summer school, keeps his eye on housekeeping chores in the school, and interviews new teachers. ln his spare time, he enjoys cooking and spending time with his wife Sara, who models for the Kim Dawson Agency. His oldest daughter is a Univer- sity of Texas graduate living in Austin with her husband, while his youngest daughter is a junior at the University of Virginia. EDITORIALS 15
