Commander Destroyer Squadron One Total Force ' ' Captain Barry L. Morgan United States Naval Reserve A native of Overland, Missouri, Captain Morgan enlisted in the Naval Reserve in 1974. He received his commission from Officer Candidate School in Newport, Rhode Is- land in October 1975. He holds a Bachelor of Science degree from the University of Mis- souri and later received a Masters of Business Administration degree from Pennsylvania State University. During his career, his sea billets include several division officer assignments in USS KOELSCH (FF 1049); Weapons Officer in USS EDSON (DD 946) and USS LUCK (DDG 38); Executive Officer in USS ANTRIM (FFG 20), and Commanding Officer in USS SIDES (FFG 14). His shore assignments have included instructor duty at Duke University NROTC Unit; Commanding Officer of the Naval and Marine Corps Reserve Center, Savannah, Georgia; a tour on the staff of Commander, Naval Surface Reserve Force; and duty at the Bureau of Naval Personnel where he served as the Surface Training and Adminis- tration of Reserves (TAR) Detailer. His personal decorations include the Meritorious Service Medal (three awards). Navy Commendation Medal (three awards). Navy Achievement Medal, and various other ser- vice and campaign awards. He is married to the former Sally J. Kopta of Merrick, New York. They have two sons, Brad and Greg and reside in Burke, Virginia.

Cooperation Afloat Readiness and Training (CARAT) ' 99 was a multi-lat- eral exercise that included operations with Brunei, Malaysia, Singapore, Thailand, and Indonesia. The crew of GEORGE PHILIP was chosen to repre- sent the United States in operations that included formation steaming, tor- pedo evasion under-sea warfare, live-fire at target Drones, and mock ship battles to name a few. Throughout the entire deployment GEORGE PHILIP set the example by performing admirably at sea. In addition to the superb seamanship and excellent warfare skills displayed, the sailors of GEORGE PHILIP extended their efforts in port. Several Community Relations (COM- REL) projects were orchestrated. Numerous sailors took part in the restora- tions of schools, orphanages, and children hospitals. Basic repairs were made, grounds were cleaned, and buildings were painted, making a lasting effect was on those who use these facilities on a daily basis. CARAT 99 proved to be a successful deployment and the officers and crew of GEORGE PHILIP outstanding ambassadors! 21 May 99-06 Oct 99

Commander Leland Hart Sebring, Jr. United States Navy Commander Sebring was commissioned an Ensign through the Officer Candidate School program in March 1980 after graduating from Jacksonville University in Jacksonville, Florida. His first full tour at sea, after Surface Warfare Officers School (Basic! and a brief assignment as the First Lieutenant in USS HAROLD J. ELLISON (DD 864), was in USS JOHN RODGERS (DD 983) where he was the Communica- tions Officer and Damage Control Assistant. Commander Sebring ' s first shore assignment was as the Combat Systems Training Department Head at Fleet Training Center, Mayport, Florida. Commander Sebring ' s next sea assignment was as the Combat Systems Officer in USS DOYLE (FFG 39). DOYLE completed deplovments to the North Atlantic, Mediterranean. Caribbean, and Black Seas during his tour. His next tour was ' as the Combat Systems Officer in USS SCOTT iDDG 995). He was the CSO for SCOTT ' s New Threat Upgrade (NTU) overhaul and CNO testing evaluation and introduction to the fieet of the first DDG NTU system. In 1990. he was assigned as a Junior Officer assignment officer and subsequently as the New Construc- tion, Staff and FFG-7 Placement Officer at the Bureau of Naval Personnel. In June 1992, he reported as Ex- ecutive Officer in USS CHANCELLORSVILLE (CG 62). Durmg his tour in CHANCELLORSMLLE, he made deployments to the eastern Pacific and Persian Gulf where the ship was called on to fire Tomahawk missiles into the Iraqi Intelligence Center in retaliation for the aborted assassination attempt on former President Bush. In April 1994, he was assigned as the Aide and Flag Secretar ' for Commander. Naval Sur- face Forces U.S. Pacific Fleet. While assigned to COMNAVSURFPAC, he earned a Masters degree from the University of Redlands. and is currently a Doctoral student at the University of San Diego. His most recent tour has been as the Chief Staff Officer, Regional Support Organization San Diego. Commander Sebring ' s awards include the Meritorious Service Medal (two awards), the Navy Commenda- tion Medal (four awards), and the Navy Achievement Medal as well as campaign and service awards.
