Leslie Hale Sell was born in johnson City, Tennessee, on May 20,1921. He attended Science Hill High School in johnson City, and the Georgia School of Technology in Atlanta, prior to entering the U. S. Naval Academy. He grad- uated with distinctionn with the Class of 1943, and was commissioned Ensign on june 19, 1942 and advanced progressively in rank to that of Rear Admiral, to date from August 1, 1968. In 1942 he reported for fitting out duty on the USS MACKENZIE QDD-6141, building at the Bethleham Steel Company, San Pedro, California. He joined that destroyer as Assistant Gunnery Officer upon her commissioning, No- vember 21,'1942. While on board that vessel, he participated in the 1943 submarine campaign in the Atlantic, bombardments of Formia-Anzio area, invasion of Southern France and the Sicilian occupation. Detached from the MACKENZIE in March 1944, he next served as Staff Gunnery Officer on the Staff of Commander Destroyers, Eighth Fleet. He joined the USS FISKE CDD-842D as Gunnery Officer upon her commission- ing, November 28, 1945, became Executive Officer and Navigator in March 1946, and in june 1946 was detached for instruction at the Postgraduate School, Annapolis, Maryland. He completed his postgraduate course at the University of Pennsylvania, from which he received the degree of Master of Science in Electrical Engineering in june 1949. In August 1964 he joined the staff of Commander Second Fleet for duty as Readiness and Training Officer and Assistant Operations Officer and in November 1965 assumed command of the USS ENGLAND CDLG-221. He was awarded a Gold Star in lieu of the Second Navy Commendation Medal for meritorious achievement . . . in search and rescue missions in the Gulf of Tonkin in February and March 1966 . . and was a recipient in the Navy Unit Commendation awarded the USS ENGLAND for action in the Gulf of Tonkin from janurary 3 to june 1966. In December 1967 he reported for duty as Assistant for War Gaming Mat- ters, Office of the Chief of Naval Operations, Navy Department, where he served until August 1968, when he was reassigned as Chief of the joint Command Control Requirements Group in the Organization of the joint Chiefs of Staff. He assumed duty as Vice-Commander Naval Ordnance Systems Command on April 17, 1970, leaving that assignment july 12, 1970 to become COMCRUDESFLOT 10. His official home address is 201 West Holston Avenue, johnson City, Tennessee, but currently resides at Quarters Naval Base, Newport, R. I.
