He received his commission as Ensign, USNR at Columbia University in 1945. He then served as First Lieutenant and Damage Control Officer aboard the USS H.F. BAUER lDlVl-26l. This was followed by tours as Executive Officer in the USS OSPREY lAlVlS-28laand the USS PEREGRINE lEAlVl-3731. After serving as Operations Officer in the USS IVIURRAY lDDE-5761, he attended the U.S. Navy Post Graduate School at IVlonterey, California, studying command communications. Upon completion he was assigned to the Office of the Chief of Naval Operations as a Communications Officer for COIlllCRUDlV FOUR. He then attended the Armed Forces Staff College alter which he returned to destroyers serving as Executive Officer of USS BRIDGET lDE-1014l. Following this he served with the National Nlilitary Command System at Fort Ritchie, Nlaryland. He was awarded the Joint Services Commendation Nledal following his assignment with the National IVliIitary Command System. Captain Boland again returned to destroyers, assuming command of the guided missile destroyer, USS ROBISON lDDG-12l. He commanded ROBISON while assigned to the U.S. Seventh Fleet in support of United States efforts in Vietnam. For this service he was awarded the Navy Commendation Medal with combat V . Completing his tour in USS ROBISON in July of 1966, Captain Boland attended the Industrial College of the Armed Forces in Washington, D.C. He was then assigned as the head of the Nlilitary Assistance Program on the staff of Commander U.S. lVliIitary Assistance Command, Thailand from September, 1967 to June, 1969. Captain Boland attended the University of Dayton, Notre Dame University, and holds a B.A. Degree from the George Washington University. He is married to the former Joan Schuett from Covington, Kentucky and has four children, Judy, Paul, Stephen, and Charles. F1 COMMANDER JOHN P. LEAHY, USN Commander Leahy, a native of Corning, N.Y., was commis- sioned on graduation from the U.S. Naval Academy in June 1951. He served in USS A.A. CUNNINGHAIVI lDD-75Zl until December 1952. Following instruction at the Submarine School, New London, Connecticut, he served in USS VOLADOR lSS-4901 and on the Staff of COIVISUBDIV 52 prior to reporting for duty as an instructor at the U.S. Naval Academy. Completing duty at the Naval Academy, he served in USS BLUEBACK lSS-581l and as Executive Officer of USS BONEFISH lSS-5821, and was then assigned to the CONISUBPAC Staff. He assumed command of USS BONEFISH in January 1964. Completing his tour in USS BONEFISH in July 1966, Com- mander Leahy was assigned to the Strategic Plans and Policy Division in the Office of the Chief of Naval Operations. He was then assigned as Executive Officer of USS FOX serving aboard from October 1968 to September 1970. He is married to the former Jean Costello of Annapolis, lVlaryIand and has three children, Kathleen, Jeanne and Timothy. ECUTI GFFICER COMMANDER RAYMOND J. CZAR, USN Commander Raymond J. Czar enlisted in the Navy in May 1946. After serving in the enlisted ranks aboard USS PROTEUS lAS-191, USS HANK lDD-7021 and USS LOESER .KDE-6081, he attended Officer Candidate School and was commissioned in June 1956. BNICS Nlyron Peters lst LT ' lst DIVISIQ First Division, under the direction of Division Officer BIVICS Nlyron Peters, is responsible for the maintenance and preservation of most of the FOX's larger topside spaces including the hull. The division is also responsible for the ship's ground tackle which is used for anchoring and mooring to buoys. FOX's four boats are also maintained and operated by First Division. The ship's handling equipment for evolutions such as ship to ship transfers, refueling, and recovery of objects and personnel from the water also falls under First Division. For the most part the men of First Division are all quite young and new to the Navy. Nlany men use the division as a stepping stone to other rates in the Navy getting their basic naval knowledge while in First Division's deck force. Jobs in the deck force are many and quite varied in scope and the men have a reputation for working long hard hours to keep the ship clean and well preserved. g In addition, First Division men also stand underway watches on the bridge as lookouts, helmsmen, lee helmsmen, messengers and Boatswains mates of the watch. Their responsibilities include the 5inch 54caliber fantail gun, thetwo 3inch 5Ocaliber guns mounted amidships, a well stocked small arms locker and two 4Omm saluting batteries for ceremonial occasions. There are also some related spaces under their jurisdiction such as gun plot, all ammunition magazines and a landing force locker. Second Division men man most of the key positions on the guns when they are being fired and during the cruise they showed us all some very fine shooting during the many exercises we conducted. They have at their disposal the SOS-26 sonar system which is among the newest and best anywhere. Third Division has many spaces scattered throughout the ship and in each one is located equipment vital to their mission. Une of the most interesting spaces is the sonar dome itself which is a tear shaped structure affixed to the underwater portion of the bow. It is through this dome that sound waves are sent out through several hundred transducer units to search for the telltale returning echo of a contact. The division is composed of missile gunner's mates and missile fire controltechnicians. The equip- ment that they work with is among the most expensive and complex in the Navy and almost every Fourth Division man has had extensive schooling to prepare him for his job on, FOX. From initial detection to ultimate disposition Fourth Division personnel are involved in all aspects of target processing and handling. Utilizing sophisti- cated search radar for long range surveillance then tracking assigned targets with precision fire control radar. Fourth Division personnel stand ready to deliver a powerful terrier punch whenever needed. The effectiveness of the division's performance was demonstrated by two direct hits during exercises while in WESTPAC. DIVISIG The machinist mates of IVI Division, along with the men of the auxiliary group, operate the ship's two main steam turbine engines. They are also responsible for making the fresh and feed water in our distilling plants and keeping the ship's interior warm or cool depending on the weather outside at the time. Equipment for steering the ship through the ocean or anchoring it in the harbors are also some of the items that the men of IVI Division take responsibility for. The men of the division also spend a great deal of their time watching guages and other indicating devices to make sure that any malfunction is caught as soon as possible. The old saying An ounce of prevention is worth a pound of cure is very true in all of FOX's engineering spaces. Also helping to prevent untimely breakdowns is the Preventative Nlain- tenance System lPlVlSl which is used throughout the ship as well as in the engineering department. Nl Division's job is a big one for in these systems are located 30 pumps, over 600 valves and many machinery spaces that must he cared for. But for the men of IVI Division this is the type of challenge that they thrive on. Another favorite is Steaming Demons . 0fficialIy, -they are Boiler Technicians lBTsl, an obscure, yet vital rate in the performance of FOX's mission. As BT's they service, repair and operate the four 1200 psi boilers aboard FOX. The vast amounts of steam generated by these modern powerplants eventually supply propulsion, electricity, fresh water, heating and many other needs of the ship. 100'X1 boiler capacity pushes the sleek frigate through the water at better than 33 knots with propulsive power in the form of 40,000 shaft horsepower for each engine. lt's not all prestige though. 12 to 18 hour work days, 130 to 155 degree fireroom temperatures, and lots of hard work would hardly seem like Palm Springs to anyone, especially to a BT. Yet above the whine of screaming machinery, they still crack the same old jokes, sweat even more, and manage to smile. lt's almost a quality, but then, perhaps that's just a part of being navy. The division is divided into five maior work centers, each headed by a senior petty officer with many years experience in his special field. The electricians maintain the ship's electrical distribution system, which supplies regular and emergency lighting, pro- vides power to the ship's electronic, weapons, communi- cations, navigation and ventilation systems. The men of the IC group are responsible for keeping the ship's direction and speed indicating equipment in proper working order, servicing ship's service and sound powered phones, and keeping the crew supplied with entertaining FLlCKS . The enginemen, although few in number, have a big job. Their more routine work includes maintenance and repairs to saltwater flushing and high pressure steam lines. The damage controlmenare always ready to meet an emergency. They keep the ship well supplied with emergency repair, firefighting, and NBC,defense equipment. A major part of their responsibility is the training of the crew in various phases of damage control. The ship's store mainly sells necessity items but candy film and more expensive items such as watches and radios are also sold. FOX has a two chair barber shop and during the cruise many heads of hair were cut for a very cheap price lNothing, except for a smile or a Thank You l. The disbursing clerks lDK'sl are responsible for paying basic pay and allowances, travel claims, dealers bills, re-enlistment bonuses and separation payments. The processing of allotments, pay records, vouchers and financial returns also comes under the heading of DK duties. They get all of the dirty hut necessary jobs involved in sewing navy meals. lVIost of the messcooks are very new to the navy. Each department sends several men for a three month tour of messcooking duty and the more junior men lAlways non-rated menl get sent first. IVIIVI1 David Woods was called away from his engineering duties to serve as mess decks master at arms lThe man in charge of the messdeck spaces and of the mess cooksl during the cruise. Mess cook's duties range from peeling potatoes to posting the day's menu, washing pots and pans and trays etc. etc. etc. Their work is never done and for that reason, their relief, at the end of three months duty on the messdecks, is a welcome sight. . The post office effectively and efficiently processed many thousands of letters and packages during the cruise. The PCs also performed other vital services such as selling money orders on payday, selling stamps and above all informing the crew, in a timely manner, when FOX was entering the free mail zone in Vietnamese waters. This office is the overall control point of administrative duties on board FUX, including incoming and outgoing correspondence, officer and enlisted service records, legal matters from simple investigations to special court-martials and many other important administrative tasks. Within this or any other ship's office, personnel administration is a mainstay with duties that are ever unending, such as separations, discharges, reenlistments, extensions, advancements and awards. There are many other functions performed as services to the crew. Une which many Foxmen have shown their appreciation for is the maintaining of their enlisted service records not to mention requests for transfer into Seavey lDuty ashorel or interfleet transfers. Led by the Navigator, Lt Lonn Aldridge, the quartermasters are a select group. With the' use of instruments such as loran, radar, the time tested sextant and, of course charts, the Navigator and six enlisted men of the division guide the ship through some of the most dangerous waters in the world. Chief quartermaster lVlarvin Fowler is the leading enlisted man. He has 19 years of naval service behind him and is an invaluable aid to the Navigator. Besides their navigational duties, the quarter- masters are responsible for maintenance of the bridge area and it's associated equipment, upkeep of the ship's optical equipment and the quartermaster's note book which is an exact log or historical record of every significant event which occurs on board. The 0lVls are also charged with plotting and keeping track of the weather situation. This is a critical function and on it's proper conduct often depends the safety of the ship and every life on her. But our SMS use today's up to date flashing lights lincluding infra-redl and the traditional flag hoists and semaphore. The SM rate remains the quickest and most secure means of visual communi- cations available. . During our Westpac cruise the signalmen had plenty of opportunities to sharpen their skills through many drills and .actual situations and prove even more that the signalmen are the best eyes ofthe ship. We must always he in a condition of preparedness for in the event of hostilities, the operating forces would depend upon communication facilities in existence at that time. Some responsibilities our radiomen have are, operation of teletype equipment, tuning of receivers, message handling and being message traffic messengers to officers of our command. During the WestPac cruise, while on PIRAZ lPositive identification and radar advisory zonel station, off the coast of North Vietnam, FOX's CIC personnel coordinated all air traffic in the Gulf of Tonkin, at the same time controlling the latest all-weather jet interceptors as combat air patrol lCAPl. We also controlled helicopters during search and rescue lSARl missions, photo aircraft, light attack bombers, and fighter escorts during recon- naissance missions over North Vietnam. The mission of DE Division is to have all assigned electronic and data system equipments operating at optimum standards of performance at all times. During the current WestPac cruise, the technicians assigned to DE Division investigated, repaired, or performed maintenance on about 1100 casualties, both minor and major. During this time no operational committment was missed due to downed electronic equipment. From Kobe, most of the crew took a 30 mile train or taxi ride to the city of Osaka, Japan where the widely publicized EXPO-70 was being held. The pictures on this page and the two following, are of some of the sights we saw at the world's fair in Japan. The fair closed on 13 September 1970 with an average daily attendance of about a quarter of a million people. Within two minutes Clem I, our SAR lSearch and Rescuel helo, was airborne and FOX had rung up flank speed and headed for the scene. Clem Il reached the scene just after the 2 million dollar aircraft had hit the water and disintegrated and even before Cdr Wright had parachuted to earth. As the cruise started, this space slowly but surely was transformed into the new ship's radio station broadcasting on two channels, known as KRANI ANI and FIVI. An idea that wouldn't work soon proved to be a major morale booster on a once quiet ship and music filled the air throughout the day. The station's very existence became a reality through the efforts of YNSN Ralph W. NIcKee who used to be a discjockey on WIFI radio in Philadelphia, Pa., before entering the navy. Also assisting YNSN NIcKee in the construction and operation of KRANI were, Technical Engineers: FTNIZ Steve Nlorrison, and FTIVIZ Ken Denton. On the day before we would pull into a port or whenever she needed it, we would conduct a salt and fresh water washdown. This meant hooking up the fire hoses and giving the ship a good bath. Except most of the time it turned into a water fight of Operations vs. the deck force. The three, Adrian Bonfvick, Gary Caldow and Chris Harcher, were involved in an exchange program which allowed them to visit several American ships before returning to their own ship. Their visit turned out to be very educational for them and for us as well. They were interviewed on KRANI radio shortly after coming aboard and in that way most of us found out quite a lot about their navy. They were all veryunforgettable guys and the wardroom will remember them best for their renditions of Tie me kangaroo down sport, Nly boomarang won't come back and Waltzing Nlatilda at the dinner table. MIDSI-IIPMEN We also had three American ROTC midship- men on board for their six week 1st class cruise. They were, Keen Henn from Berkeley and IVlike Johnson and lVlike Ustick from USC. They all learned a lot while on board FOX and proved to be fine shipmates. They were given every opportunity to do the same jobs that junior officers dog everything from conning the ship to standing quarter deck watches. All three were very fortunate to have been aboard during our best port visits to such places as Hong Kong, Sasebo and Kobe for the Expo 70 in Osaka. kxx 94 l e,-,eff W. - -, , , Jw -Nm M'ju4j'lM',-.gfnl f Spiritual welfare on the FOX was very adequately looked after during the entire cruise. Lay services were held by Foxmen on Sundays when chaplains couIdn't make it. The FOX had a Protestant, Catholic and lVlormon lay leader who each held lay services when necessary. The FOX held Protestant services every week and Bible study whenever possible at sea. Services were conducted by a chaplain who came from one of the nearby aircraft carriers. When it wasn't possible for a chaplain to come, Protestant lay services were held by the Protestant lay leader, RIVI3 Wayde Goodall who took over when WO1 Jimmy DeIVlarco was transferred. The spiritual welfare of Catholic Foxmen was looked after by the Catholic chaplains of the neighboring carriers who came with the Protestant chaplain, via helo, usually on Tuesday. Catholic lay services were held on Sunday by the Catholic lay leader, RD2 Dan ,Lapinski. The chaplain celebrated mass when he arrived and sometimes early the next day if he stayed overnight. The lay service held on Sunday morning followed the outline of the mass. The readings were done by members of the crew attending. Singing didn't go over well at the lay services so Psalms were recited. The Rosary was said a few evenings for peace - peace in the world and peace within us. Ens Bill Whiteley first headed the Latter Day Saints group on the FOX. When he left DS3 Steve Burns assumed the role of Latter Day Saints lay leader. The Latter Day Saints or lVlormons , met at varied times each Sunday. The group met in the crew's library where the meeting consisted' of lessons taken from a guide provided by the church and Sacrament lCommunioni was blessed and served. EN3 David Lovenburg and BlVl3 Ronald Wallace An Ecumenical service was held one Sunday, and was designated Brotherhood Sunday . The service was conducted by the Protestant and Catholic lay leaders. The response of the crew was favorable and truly Christian. Nlany Foxmen found that worshiping God is not a thing that happens only in port or at home. Some of the biggest decisions for God are made while away from home or in a friendly port. This was the case with the FOX on it's WestPac cruise. lt's such a beautiful thing when one finally realizes that God is with us even out in the middle of that big blue ocean where no one else is - but God. I ' RlVl3 Wayde Goodall, RD2 Dan Lapinski and DS3 Steve Burns While FOX was anchored in the harbor of Danang, Republic of Vietnam, just prior to the start of our first line period, a helicopter carrying two navy hospital corpsmen and a Vietnamese infant girl, took off from the navy hospital ship, USS Sanctuary lAH-17i which was at anchor nearby. Suddenly, the helicopter lost altitude and crashed into the water about one half mile from FOX. FOX's gig, with BNl3 Ronald Wallace as coxswain, was immediately sent to the scene of the crash, and was on the scene within two minutes. By this time, however, the helicopter had sunk and one of the helo crewmen, holding the infant, was having difficulty staying afloat. The gig engineer, EN3 David Lovenburg, dove into the water, rescued the infant and brought her safely to the gig. The remaining crewmen from the helo were then picked up and returned to the Sanctuary without injury.
