Entering the United States Naval Academy in June of 1942, he was graduated and commissioned an Ensign of the Line on 6 June 1945. His first sea service was on the HUGH P URVIS QDD-7093 and the CHARLES P. CECIL QDDR-8355, during which time he participated in the closing of World War II, the occupation of Japan, Operation Cross- roads at Bikini, and then cruised on the China Station. Subsequent sea tours in-' cluded service in LSMR-401 during the Korean Conflict and later routine deploy- ments to the Western Pacific on the . ' BALTIMORE- QCA-685 and the EPPERSON lDDE-7191. . Pacific Fleet, and Special Projects Officer for the Assistant Chief of Naval Operations for General Planning and Programming. He holds a degree of Master of Arts in International Affairs from George Washington University. The commissioning crew of the FOX chose for their distinctive device a design symbolic of both their namesake and the mission of their ship. The motto is one associated with the English branch of the T Fox family and dates back to the Early 19th century. Literally translated, it means: "To do Without saying", freely translated, it might be rendered as: "Action without words" The sense is considered fitting for a ship of War and particularly symbolic of the capability the Naval Tactical Data System will provide FOX. PIRAZ stands for Positive Identification and Radar Advisory Zone, and is a new concept in Navy operational control which was develop ed to meet the unusual requirements of our air operations over the gulf of Tonkin. It stems from the fact that the airspace is about the same size and handles at least as much air activity as that around our busiest airports, Los Angeles International for example. Someone has to keep track of all these flights, monitor the air activities, provide rescue assistance when necessary, and see that they get to their carriers or' airfields safely. In addition, FOX as PIRAZ ship, was up front with missiles and interceptor aircraft to make sure none- of the bad guys came through the Gulf of Tonkin toward our aircraft carriers. The Admiral has literally followed the FOX from its birth, he was on hand four years ago when the keel was laid in Todd Shipyard in San Pedro, he was a speaker at our commissioning ceremony and then was aboard, as our Cruiser- Destroyer Force Commander, when we were officially welcomed to our home port of San Diego. He had followed our progress closely during our first year and wanted to see how "his"ship was doing on its deploy- ment. His parting words to the FOXIVIEN DENOTED PRIDE in what he saw. In addition to Vice Admiral Baumberger's visit, FOX was also proud to show its powers to Rear Admiral R.W. Cousins, Commander of Task Force Seventy-Seven, Rear Admiral W.J. Moran, Commander Anti-Submarine Warfare Group Three, and Rear Admiral M.B. Freeman, Commander Cruiser Destroyer Force, U.S. PACIFIC FLEET. All were vitally interested in our task as PIRAZ ship, and left with words of praise for our work. As PIRAZ SHIP, FOX worked closely with Air Force as well as Navy pilots and had the pleasure of a Visit from Lieutenant Colonel Thomas Kirk while in the Gulf of Tonkin.
