The ship was commissioned at Long Beach Naval Shipyard on May 28, 1966 and is assigned to the U.S. Pacific Fleet. USS FOX is in Cruiser Destroyer Group Three. FOX is the third naval vessel to be named after Gustavas Vasa Fox, President l.incoln's Assistant Secretary of the Navy during the Civil War. Through Secretary Fox's encouragement, the Navy was committed to the use of "lronsides", and he was responsible for having naval engineering added to the curriculum at the U.S. Naval Academy. The first vessel to be named after Secretary Fox was torpedo boat 13, commissioned in July 1899. It served as an experimental vessel until decommissioned in 1916. The second vessel to be named after the Secretary was the destroyer FOX lDD-2341, commissioned in May 1920. It served the Navy faithfully for 25 years from Constantinople to Dutch Harbor. The current FOX is one of the Navy's most modern and complex warships. She is 547 feet long, 55 feet wide, and has a full load displacement of 7,900 tons. Her speed is in excess of 30 knots. Armament includes anti-submarine QASROCQ and anti-war CTERRIERJ guided missiles. FOX was the first ship in the Pacific Fleet with the capability of launching both missile types from the same launcher system. The dual-purpose launcher increases the effectiveness of the ASROC missile by providing increased stowage capability and a protected magazine. The missile systems onboard FOX can automatically locate, track, and engage enemy aircraft at extremely long distances. With the help of computer techniques they can destroy the enemy before he can get within range of a carrier task force that FOX is designed to protect. The ship is further equipped with two quadruple-oannister HARPOON surface-to-surface missile launchers, a five inch 54 caliber gun, two MK 32 torpedo tubes, and Vulcan Phalanx fClose in Weapon Systeml. Detection equipment includes the ANISQS-2BX "Super Sonar", the ANISPS-48 radar, a three dimension, height-finding air search, computer controlled radar, and OUTBOARD, a sophisticated electronic warfare system. She is also equipped with the Naval Tactical Data System CNTDSJ for high speed computer processing and dissemination of tactical information. FOX has been awarded the Meritorious Unit Citation for service in waters off North Vietnam from 12 July to 13 November 1967, the Battle "E" Ribbon lwith three starsl, the Navy Expeditionary Medal for services in the Indian Ocean!Persian Gulf from 30 October 1980 to 10 March 1981, the National Defense Service Medal, Vietnam Service Medal lwith two starsl, Humanitarian Service Medal lwith one starl, Sea Service Deployment Ribbon and the Republic of Vietnam Campaign Medal. He served in cruising warships, including Commodore Perry's squadron during the Mexican War, the Coast Survey, and finally commanded US Mail steamers plying the Atlantic Coastal routes. Besigning from the Navy in 1856, he entered business at Lowell, Massachusetts. At the onset of the Civil War, he volunteered for service and received a temporary appointment as a Lieutenant in the Navy. In April 1861, he was dispatched in the steamer BALTIC to relieve Fort Sumter. Before he could land his embarked troops, the confederate bombardments began, and after the surrender of the fort, he could only transport the remnants of Major Anderson's command backhto New York. ' He was appointed Chief Clerk of the Navy in 1861 and, at President LincoIn's insistence, the office of the Assistant Secretary of the Navy was created for him by congressional action in August of the same year. Fox was a forceful, outspoken individual with considerable experience in ocean going steamships and he soon gained Lincoln's confidence. By sheer force of personality, he rose to a dominant position in the direction of naval affairs within the Navy Department. Similarly, his influence in government circles afforded him a major role in the tactical as well as strategic direction of naval aspects of the Union War effort. I Fox resigned his position in 1866 to represent the President on a special mission to Russia. Upon commissioning from Officer Candidate School, Newport, Rhode island, he reported to USS BLUE CDD-7441 serving as First Lieutenant, ASW Officer and Gunnery Officer until 1965. Captain Mathis completed U.S. Naval Destroyer School in December 1965 and was ordered to USS HAVER- FIELD QDER-39311 as Weapons Officer. ln 1968 he reported aboard USS ADROIT QMSO-5095 as Executive Officer. He served in that capacity until 1970, at which time he received orders to the Bureau of Naval Personnel as a Junior Officer Detailer. ln 1972 he was assigned as Special Assistant to the Chief of Naval Operations QOP-09Cl. Upon completion of this tour he attended the Armed Forces Staff College, graduating June 1974. Captain Mathis' next tour was aboard USS KOELSCH QFF-10495 serving as Executive Officer until 1976. He returned to the Office of the Chief of Naval Operations, Plans and Policy Branch COP-605 until 1978. In 1978, Captain Mathis assumed command of USS ROBERT E. PEARY QFF-10735. Upon completion of his command tour he received orders to Staff, Commander Third Fleet as Fleet Exercise and Readiness Officer. ln 1982 he reported aboard Commander Carrier Group Seven Staff as Surface Operations Officer. Upon completion of the Carrier Group's deployment to Central America and the indian Ocean, ,Captain Mathis was assigned as Fleet Plans and Policy Officer on the staff of the Commander in Chief, Pacific Fleet, Captain Mathis completed the Navy's Senior Officer Material Readiness Course in Idaho Falls, Idaho and Newport, Rhode Island. In June 1986, he reported aboard USS FOX TCG-333 as Commanding Officer. He completed a Western Pacific, Indian Ocean, and Persian Gulf deployment which included a seventy-seven day augment to Middle East Force, and the first two reflagged Kuwaiti Tanker Escort Operations. USS FOX' won the Marjorie Sterrett Battleship Fund Award for FY 87. He graduated from Duke University in 1974 with a B.S. in Zoology. His initial sea tour was aboard USS HAWKINS CDD-8731 where he served as Combat information Center Officer and Electronics Material Officer. Following training at Guided Missile School Command, Dam Neck, Virginia, he reported to USS COONTZ QDDG-401 in May 1976 as Missile Systems and Fire Control Officer. Lieutenant Commander Hamilton attended the Naval Postgraduate School, Monterey, California and received an M.A. in National Security Affairs in March 1980. Following six months as a Student at Surface Warfare Officer School Command Department Head Course, he reported in January 1981 to USS CALLAGHAN CDDG-9941 as Precommissioning Operations Officer. He remained on USS CALLAGHAN through her first deployment, which included U.S. response to the KAL O07 incident. From April 1984 to June 1986, he was assigned to the Office of the Chief of Naval Operations, where he served as the Administrative Assistant to the Director, Program Resource Appraisal Division QOP-911. Lieutenant Commander Hamilton reported aboard USS FOX QCG-333 in October 1986 where he assumed the duties of Executive Officer. Connected to the Gulf of Oman by the Strait of Hormuz, the gulf is about 615 miles long and 35-210 miles wide, it has an area of approximately 92,500 square miles. The gulf is bordered by Iran, Iraq, Kuwait, Qatar, Saudi Arabia, and the United Arab Emirates. The island sheikhdom of Bahrain is the largest of the many islands in the gulf. Many islands, shoals, and reefs break the surface of the shallow waters, whose average depth is only 84 feet. The coasts are either sandy or gravelly plains, except at the northern end, where lran's mountains plunge steeply to the gulf. The main tributary is the Shattal-Arab. Porpoises, narwhals, and about 200 species of fish are found in the gulf, where some commercial fishing takes place, including pearl fishing. Petroleum is by far the most important product of the gulf region. The principle ports are Abadon, Bandar-e Shahpur, and Bushire in Iran, Ras Tanura and Dammam in Saudi Arabia, Manama in Bahrain, Dohain Qatar, and Dubai and Sharjah in the United Arab Emirates. It certainly must be even more difficult due to all the scrutiny this mission is getting from people around the world. l have taken the liberty to enclose a copy ofthe "Congressional Record" from last Thursday which includes a letter I read to my fellow Congressmen from the wife of one of your crew members. The letter moved me very much and showed me the concern, as well as the confidence, this young lady has for her husband and the other crew members aboard the "U.S.S. FOX." The letter appears on page H6599. Mrs. Strickland's letter also reflects my opinions about the U.S. Navy and the other branches of our armed services. It makes me proud to serve as an elected official in a country where men and women, such as you and your crew, volunteer for military service and defend our country so well. Mr. Nichols. Mr. Speaker, some twelve members of the House Committee on Armed Services recently returned from the Persian Gulf where we visited with our Navy personnel aboard the U.S.S. FOX. For the past forty years - with the support of Presidents from both parties -these United States have followed a policy which recognizes the need of maintaining and protecting the lanes of navigation and commerce in these important international waters in that area of the world. The one thing that left a lasting impression in my mind during our visit to the countries of Bahrain, Kuwait, Iraq, and Saudi Arabia, was the dedicated commitment of our American sailors serving in this troubled part of the world. Then yesterday morning when I turned on the television in my office here in the Rayburn Building, a big lump came in my throat as I saw proudly cruising along side the lead tanker Bridgeton the proud ship U.S.S. FOX which is homeported in San Diego, CA, and which carries a complement of 31 Officers and 487 Enlisted men. Mr. Speaker, I was priviledged to spend a little time with three enlisted members of the crew from my state of Alabama, and l would want the House of Representatives to know that this member of Congress is deeply appreciative of the sacrifices each member of this ship makes in his commitment as a member of the U.S. Navy. Summer temperatures in the Persian Gulf are extremely high. The opportunities for recreation are at a very bare minimum, and the sailors - like sailors everywhere - miss their families back home. I am proud to serve as an elected official in a country where individuals volunteer for military service, go where they are called, and perform admirably in situations which are not always easy. I would wish to insert into the record a response which I received from the wife of EM1 Matt Strickland - a proud member of the U.S.S. FOX along with the remaining members and officers of this proud ship - performing their duties in this troubled area of the world: Chula, Vista, CA. July 16, 1987. Dear Mr. Nichols: Today I received your letter dated July 10, 1987 which enclosed a picture of yourself and my husband, Matt F. Strickland, EM1, aboard the USS FOX, currently stationed in Bahrain. Thank you so much for the picture and the message you conveyed of my husband's love and good spirits. I know that since the attack on the USS STARK, the anxiety levels of us at home have been quite high. I do know, however, that Matt and the others serving our country, are in the Persian Gulf for a specific reason and are there making a presence for the United States. It is hard to understand at times, and of course, I wish that he did not have to be in such a "hot" spot in the world, but- I am proud to be his wife and know that he is defending our country and the freedom that we have earned and kept throughout the years. I am the Ombudsman for the USS FOX tliaison for the command to the families and vice versaj, and this often proves to be a stressful job reassuring wives and loved ones of the safety of their men.
