Radich Commander Radich graduated in June 1971 from the United States Naval Academy at Annapolis. Maryland. He served his initial sea tour in USS HERMITAGE CLSD-345 as 1st Division Officer and then Navigator. In September 1974 he returned to the Naval Academy as a Seamanship and Navigation Instructor. Concurrently, he earned a Master of Science Degree from George Washington University, graduating in February 1977. He returned to sea in September 1978 serving consecutive Department Head tours as Operations Off' ' USS G - ' ' ' icer in RAY QFF 10545 then as First Lieutenant in USS BRISTOL COUNTY QLST-11981. ln January 1983, Commander Radich reported as Shipboard Management Department Head Surface Warfare Officer School in Coronado, California. He was subsequently assigned as Executive Officer in USS ALAMO fLSD-331 from March 1985 until January 1987. Commander Radich reported as Commanding Officer USS FORT FISHER QLSD-405 from the staff of Chief of Naval O t' ' W ' ' ' ' pera ions in ashington, D.C. His personal awards include the Navy Achievement Medal, Navy Commendation Medal and the Meritorious Service Medal. Commander Radich and his family reside in San Diego. "The responsibility of the Commanding Officer for his command is absolute, except when, and to the extent, relieved therefrom by competent authority, or as pro- vided otherwise in these regulations. The authority of the Commanding Officer is commensurate with his re- sponsibility. While he may, at his discretion and when not contrary to law or regulations, delegate authority to his subordinates for the execution of details, such dele- gation of authority shall in no way relieve the Command- ing Officer his continued responsibility for the safety, well being, and efficiency of his entire command." Baltrush Lieutenant Commander Baltrush graduated in June 1975 from San Diego State University gaining his commission from Officers Candidate School. He served his initial sea tour in USS TRlPOLl QLPH-'IOJ serving as Electronic Warfare Officer and then split touring to deck department. He attended Postgraduate School in Monterey, California, graduating in September 1987, earning a subspecialty in Transportational Sciences. His other tours include, USS DUPONT QDD-9413 as Operations Officer, USS MANITOWOC QLST-11805 as Shlp's Engineer in Diesels, and then as Staff Readiness Officer on the Staff of Commander, Amphibious Group ONE. Lieutenant Commander Baltrush reported to relieve as Executive Officer USS FORT FISHER QLSD-405 from the staff of Commander, Amphibious Group ONE in Okinawa, Japan. His personal awards include the Navy Commendation Medal lGold star in lieu of second awardl and the Humanitarian Service Medal. The son of Mr. and Mrs. Joseph Baltrush of Arcadia, California. On 19 February, 19 crewmembers painted the exterior of four class room buildings at Nellie Brown Elementary School, Olongapo City, RP. On 17 81 18 April, 27 crewmembers participated in a paintinglbuilding project at the Missionaries of Charity, Olongapo City. Three dwellings were painted inside and out plus a concrete wall was built and the foundations for a fence were laid. On 19 April, two crewmembers delivered four pal- lets of Project Handclasp materials to Tipo, Hermosa Bataan, RP. These pallets comprised of junior high school books, elementary school books, personal hygiene articles and food.
