It is based upon cannon functional needs and significant life problems. Core represents the sum total of personal youth problems and the problems of social sig- nificance encountered by youth. It exists without relation to subject lines and is organized around problems. It is an eff rt to bring a- bout a more complete integration. The subject matt s regarded only as a means to an end of more abundant living for e pupil, instead of QQ an end in itself. The security and welfare, not only of the individual but of so- ciety, demand the progressive adjustment of the individual to his so- cial group and national culture. All teachers and all areas of learn- ing have the responsibility for the social development of the indi- vidual student and student group. Core studies have, however, a spe- cial responsibility in this field. They must not only help the stu- dent in maturing his social judgements and habits and in understand- ing and appreciating his own civilization, they must inform him, pro- vide him with materials and methods of learning. They must give him the opportunity not only to improve his social practice and partici- pation, but to become increasingly a sound student of society, par- ticularly his own.
