Orchard graduated from the U.S. Naval Academy in 1975 and reported to the USS JOUETT CCG-297, where he served as B Division Officer, First Lieutenant, and CIC Officer. Subsequent to his division officer tour, Commander Orchard was assigned to Naval Recruiting District, Portland, Oregon, where he served as Officer-in-Charge of a Class A Recruiting Station. I'le gradu- ated from the Surface Warfare Officer Department Head course in Apnl 1980. From there he was assigned as Engineer Officer on the USS DECATUR CDDG-515 and later, as Engineer Officer on the USS ALAMO QLSD-551. Following a tour at the Naval Postgraduate School, he served as Executive Officer on the USS JOSEPH STRAUSS QDDG- 163 Commander Orchard reported to USS ELMER MONTGOMERY from duty on the staff of the Chief of Naval Operations Washington D C QOPNAV 9425 where he served as Requirements Officer for Ad vanced Tactical Data Links In addition to a Bachelor of Science degree in Operations Analy sis from the Naval Academy Commander Orchard holds a Master of Sclence degree ln Computer Science from the Naval Postgraduate School Commander Orchard IS marned to the former Karla Enckson of Pocatello Idaho They have one son Nathan and two daughters Molly and Gwen - . 0 .
