USS ELLIGT DD-967
USS ELLIOT DD-967, a Spruance-class destroyer, is one of the
world's most modern warships possessing advanced propulsion
systems, fully integrated combat systems and crew habitability not
usually found aboard destroyers. Commissioned in 1977, ELLIOT is
homeported in San Diego, California.
Designed and built by lngalls Shipbuilding Division of Litton ln-
dustries, Pascagoula, Mississippi, ELLIOT is a member of the first ma-
jor class of surface ships in the U.S. Navy to be powered by gas tur-
bine engines. Four General Electric LM-QSOO engines, marine ver-
sions of those used on DC-10 and C-5A aircraft, drive the ship at
speeds in excess of 30 knots. Twin controllable reversible pitch pro-
pellers provide ELLIOT and her sister ships with a degree of maneu-
verability unique among warships of their size.
A highly versatile multi-mission destroyer, ELLIOT has a primary
mission of operating in an Anti-Submarine and Strike Warfare role.
She is capable of operating independently or, in company with Am-
phibious or Carrier Task Forces. Her overall length is 563 feet and
she displaces 7800 tons. ELLIOT is one of the most powerful and
advanced platforms in the Navy's arsenal. ELLlOT's ASW Suite, the
most advanced underwater detection and fire control systems de-
veloped, is fully integrated into a digital Naval Tactical Data System
CNTDSJ providing the ship with faster and more accurate processing
of target information. Integration of the ship's digital gun and missile
fire control systems into NTDS provides quick reaction in the per-
formance of ELLlOT's other primary mission areas which are Anti-
Surface Warfare, Anti-Air Warfare and Naval Gunfire Support.
The ship's weapon systems include two MK45 5-inch light
weight guns, two triple barrel MK39 torpedo tubes, a NATO Sea
Sparrow missile launcher, Harpoon anti-ship missiles and two Vulcan
Phalanx Close-in Weapon Systems. Also installed is the new MK41
Vertical Launch System that can carry and fire TOMAHAWK land-at-
tack and anti-ship cruise missiles. A LAMPS MK III antisubmarine heli-
copter is embarked onboard to provide long range reconnaissance
and targeting data. Space, weight and electrical power reservations
have been built into the design of the ship to provide for the addi-
tion of future weapons systems and enable ELLIOT to keep abreast
of future technology.

Crew amenities in ELLIOT are an integral part of her design with
spacious berthing compartments, library, classroom and weight
room. Automated weapons and engineering systems permit opera-
tion of the ship with a crew of Q4 Officers, 24 Chief Petty Officers
and 390 enlisted personnel.
ELLlOT's decorations include the Navy Expeditionary Medal,
the Humanitarian Service Medal and two Battle "E" Awards. ln1984,
ELLIOT was awarded the Meritorious Unit Commendation for search
efforts in support the Korean Airlines Flight 007 that was shot down
off the East Coast of the Soviet Union. ln January 1987, ELLIOT was
awarded a second Meritorious Unit Commendation for operations
in support of. exercise Kernel Potlatch 87-1 requiring cold weather
operations in the Northern Pacific and Bering Sea.

ELLIOT is the first of the Spruance-class to be named after a
Vietnam War hero. Lieutenant Commander Arthur James Elliot ll, the
son of Mr. and Mrs. Albert B. Elliot of Thomaston, Maine, was born
9 April 1933. He received a Bachelor of Science Degree from the
Gorham State Teachers College in Gorham, Maine, in 1955. In June
1956 he entered the Navy Officer Candidate School and was com-
missioned an Ensign in the Naval Reserve in October of that year.
He then served successive sea duty tours on USS LYMAN K. SWEN-
SON DD-729 and USS LITTLE ROCK CLG-4. ln 1962 Lieutenant Com-
mander Elliot was assigned as Aide and Flag Lieutenant to Command-
er, Naval Service Forces, U. S. Pacific Fleet. Upon completion of this
tour, he reported for duty as Operations Officer aboard USS JOHN
KING DDG-3.
ln December 1967 Lieutenant Commander Elliot volunteered for
duty in Vietnam, where he served as Commanding Officer of PBR
Squadron 57, operating in the Mekong Delta. Under his command,

taking part in several major riverine operations. On Q9 December
1968 Lieutenant Commander Elliot was killed in action while leading

his squadron in a riverine interdiction mission.
Lieutenant Commander Elliot's awards include the Legion of
Merit Medal, the Bronze Star, the Purple Heart, the National Defense
Service Medal, the Vietnam Service Medal with two bronze stars,
the Vietnam Gallantry Cross with palm, the National Order of Viet-
nam C5th Classb, the Vietnam Campaign Ribbon, the Armed Forces
Expedition Service Medal and the U.S. Navy Expedition Medal.
ELLlOT's coat of arms serves as a heraldic remembrance of the
ship's namesake, Lieutenant Commander Elliot. The red, white and
blue partitions of the shield are patterned after the insignia of Lieu-
tenant Commander Elliot's command, River Squadron Fifty-seven.
Red is the heraldic symbol of courage, zeal, and leadership, white
symbolizes integrity, blue represents devotion and' perseverance.
The unsheathed sword is symbolic of command, and its position on
the shield, point downward, is significant of death in combat.
The crest, composed of a mainmast and mainsail, symbolizes
the Elliot family's long association with nautical heritage of their na-
tive state of Maine. Generations of the family engaged in the ship-
building and sailing trades, including Lieutenant Commander Elliot's
paternal grandfather and namesake Arthurlames El-
liot, whose shipbuilding firm launched the last five-
masted schooner ever built.
The pine tree emblazoned on the sail is the sym-
bol of the state of Maine.
The ship's motto, "Courage, Honor, lntegrity,"
is representative of those values that characterized
Lieutenant Commander Elliot throughout his career.
The motto serves as a guide and an inspiration for
the men who will serve onboard USS ELLIOT
throughout her commissioned life.

COMMANDING OFFICER
CDR TIMOTHY W. LAFLEUR
Commander Timothy W. LaFleur, U. S. Navy, is a na-
tive of Oak Park, Illinois. He graduated from the United
States Naval Academy in June 1970 with a degree in Na-
val Science.
Commander LaFleurfs initial duty assignment was to
USS CONSTANT MSO-427 where he served as Mine
Countermeasures Officer and Executive Officer. Upon
completion of Naval Destroyer School in August 1973,
Commander LaFleur's sea duty billets included Opera-
tions Officer on USS HAWKINS DD-873, Chief Engineer
of USS FORT SNELLING LSD-30, Flag Lieutenant for Com-
mander Cruiser Destroyer Group Five, Executive Officer
of USS HEWITT DD-966 and Chief Staff Officer of De-
stroyer Squadron Thirty One.
Commander LaFleur's first shore tour was as Sea
Coordinator in the Junior Officer Assignment Branch of
the Naval Military Personnel Command from 1978 to
1980. He then attended the U.S. Naval Postgraduate
School at Monterey, California where he received a Mas-
ter ofScience Degree in Financial Management. Before
reporting to USS ELLIOT DD-967, Commander LaFleur
was a financial analyst in the Office of Program Appraisal
and then served as Administrative Aide to the Secretary
of the Navy.
Commander LaFleur's personal awards include the
Legion of Merit Medal, Meritorious Service Medal, Navy
Commendation Medal and the Navy Achievement Med-
al.
Mrs. LaFleur is the former Miss Judy Guido of Long
Beach, California. The LaFleur's have two children, Patrick
and Amy, and reside in San Diego, California.
EXECUTIVE CDFFICER
LCDR MICHAEL D. ANHALT
Lieutenant Commander Michael D. Anhalt was born 4
September 1949 in Racine, Wisconsin. He received a Bach-
elor Degree of Fine Arts from the Maryland Institute of Fine
Arts in 1971. Upon graduation he enlisted in the Navy and
served as a Nuclear Machinest Mate and qualified in sub-
marines.
Lieutenant Commander Anhalt received his commis-
sion as an Ensign in 1977. He served his first tour of duty
aboard USS BEAUFORT ATS-2 as Chief Engineer and Diving
Officer from 1970 to 1980. Next, he was assigned as Navi-
gator aboard USS ELLIOT DD-967 from 1980 to 1982. He
was stationed ashore as an instructor at Surface Warfare
Officer School in Newport, Rhode Island, and then upon
completion of Department Head School, was assigned as
Operations Officer aboard USS PYRO AE-24 from 1985 to
1987. He then served aboard USS BRONSTEIN FF-1037 as
Executive Officer from 1987 to 1988. After six mohths at
the Armed Forces Staff College in Norfolk, Virginia, Lieu-
tenant Commander Anhalt assumed duties as Executive
Officer of USS ELLIOT DD-967 in August 1989.
CCDMMAND MASTER CHIEF
FCCMCSWD EDWARD M. MAKI
FCCMCSWD Maki was born 12 October 1942 in Biwabik,
Minnesota. After graduation from Aurora Hoyt Lakes High
School in Aurora, Minnesota, he enlisted in the Navy in May
1960.
Master Chief Maki, upon completion of Firecontrol
"A" and "C" schools, served aboard USS JOHN R. PIERCE
DD-753 until separation from active duty in 1963.
Master Chief Maki joined the Naval Reserves in July
1968 and drilled with the reserves in both Minneapolis,
Minnesota, and Portland, Oregon. He returned to active
duty in September 1 972 and has served aboard USS NIAG-
ARA FALLS AFS-3, USS JOUETT CG-29, SSCXNTC San Die-
go, California, USS COOK FF-1083, FTG San Diego, FTC San
Diego and USS ELLIOT DD-967.
Master Chief Maki is married to the former Miss Lois
A. Christopher of Stoughton, Wisconsin. The Maki's have
three daughters, Erika, Jessica and Michelle, and reside in
San Diego, California.

Prior to the commencement of WESTPAC-90,
ELLIOT participated in PACEX-89, the largest major
naval exercise to be held in the Pacific since the
close of World War ll. PACEX-89 provided EL-
LlOT's Battle Group "Charlie" an opportunity to
operate together and train as a Carrier Task Group
before deployment.
Departing 9 September 1989, ELLIOT oper-
ated locally off San Diego, then journeyed north
to the Gulf of Alaska, then into the Bering Sea, the
Northwest Pacific, the East China Sea and finally
the Sea of Japan before returning home on 9 No-
vember 1989. I
During PACEX-89 ELLIOT participated in a vari-
ety of naval warfare exercises, and, experienced
close-up, rough weather operations in some very
heavy seas. ELLIOT conducted joint operations
with other units of the Pacific Fleet as well as ele-
ments of the Japanese Maritime Self Defense
Force. During the exercise two Soviet TU-95 BEAR
D reconnaissance aircraft overflew ELLIOT and the
Battle Force.
High points of PACEX-89 included a personnel
transfer at-sea with a U.S. submarine, a Sasebo, Ja-
pan, port visit and the grand finale of a photo ses-
sion in which over 50 ships gathered in formation
for one picture. The group consisted of two air-
craft carriers, two battleships, numerous cruisers,
destroyers, frigates, amphibious ships and sup-
port ships.

island of Kyushu, toward the end of PACEX-89. For many EL-
LIOT sailors, Sasebo was their first port call in a foreign land.
It was an opportunity to meet new people, see new things and
experience a culture totally different from our own.

pendent's Cruise on Q6 January 1 990. The outing
featured a high-speed run, a helo fly-by and a
BBQ on the Sea Sparrow missile deck. It was a

The ship's office is one of the busiest
places onboard ELLIOT. It is where one
would go to check on their service record,
obtain leave chits, find a Navy or ELLIOT in-
struction, use the phone to call off-ship, sub-
mit paperwork for typing, drop off muster re-
ports in the morning, utilize the Xerox copier,
pick-up TAD orders, etc. The ship's office

Any word from home tends to be a precious commodity while at-sea,
and the sound of "Mail Call" often brought many ELLIOT sailors running to-
wards the ship's post office. Mail reached the ELLIOT via various means, some-
times waiting for the ship pierside, normally flown out by HeloQ PC2 Delos San-
tos was always kept busy either sorting the mail or selling money orders.

Sometime between leaving San Diego,
California, and arriving inport Pearl Harbor,
Hawaii, ELLIOT happened upon some par-
ticularly nasty weather. The ship pitched
and rolled in the heavy swells and violently
rocked back and forth. Nothing was safe
from the absolute fury of the sea. Normally
secured items were suddenly wrenched
from their mountings, including, the entire
sewing line on the crew's mess decks. The
resulting carnage presented a challenge to
those slated to affect repairs. FR Dopke,
DC2 Kenton, HTFN Dossey, HT1 CSWJ
Rappleyea and several others finally man-
aged to upright and re-secure the serving
line after many hours of diligent effort and
planning.
The entire episode left an indelible
mark upon the crew, once again reminding
us that those who choose a sailor's life and
deploy across the oceans, are truly at the
mercy of the sea.

Pearl Harbor, Hawaii, traditionally the
first and last stop of any deployment,
WESTPAC-90 was no different.
Arriving at the Hawaiian Islands is an
awesome sight. The shear beauty is
breathtaking. Diamond Head crater,
Wakiki and Honolulu, then slipping past
the USS ARIZONA memorial before
docking at Pearl Harbor.
The mixture of solemnness and history
is blended with the excitement of this
tropic paradise.
Practically everyone went on down-
town to experience Wakiki Beach, unde-
niably tourist heaven, most weren't dis-
appointed for their efforts.

PHILIPPINES
I
ELLIOT pulled into the Subic Bay Naval Base in the Re-
public ofthe Philippines twice during WESTPAC-90. Unlike
many of ELLlOT's other port visits, Subic was a working
port.
The entire crew worked very hard while inport Subic,
taking the opportunity to ensure all the minor problems
that had surfaced during the first phase of deployment
got fixed. The whole ship was also painted out. All told,
over a 150 jobs were accomplished at Subic due to the
efforts of ELLIOT sailors during our first visit there.
When able to, crewmembers heartily enjoyed the
offbase scene, taking full advantage of the culture and
friendliness of Olongapo.
During ELLlOT's second stop at Subic, the ship was
equally busy. Besides preparing for the final leg of WEST-
PAC-90 en route Hawaii, the engineers replaced the Gas
Generating Assembly of one of the four LM2 500 Gas Tur-
bine Engines onboard, a job requiring almost three full
days work,

PATTAYA, THAILAND
ELLIOT's port visit to Pattaya, Thailand, was fantastic.
The ship arrived just in time for the Thai New Year's celebra-
tion and Water Festival. These ancient holidays date back
thousands of years and are very important to the Thai's.
They consider it good luck to be doused with large quanti-
ties of water during the celebrations. lt is their way of wash-
ing away the-previous year and starting the new year fresh
and clean. This meant that most ELLIOT sailors had a chance
to join in the festivities, either using water pistols, or, by
having large buckets of water thrown on them. A lot of
crew members defended themselves by purchasing squirt
guns. There were many other activities to enjoy as well,
windsurfing, parasailing, kick-boxing matches, several Thai
cultural shows and tours to Bangkok.

On Q5 April 1990, ELLIOT entered the SOUthefn hel'TiiSphere, thus

"crossing the line." To honor this momentous occasion, ELLIOT celebrat-
ed a timeless tradition, the Shellback Initiation. ELLIOT hoisted the Jolly
Roger, while King Neptune and Davy Jones held court over the lowly
Pollywogs. The crossing and the ceremony was certainly a highlight of
WESTPAC-90, as the following four pages can attest.

While deployed to the North Arabian Sea, EL-
LIOT visited the Sultanate of Oman near the mouth
of the Strait of Hormuz. Oman, a desert nation, sur-
prised most of the crew by its stark beauty, friendly
people and extreme heat. Tours and shopping at the
Suq were amongst the highlights, as well as a raft race
sponsored by the Intercontinental Hotel.

After the blistering sun of the Indian
Ocean, ELLIOT visited Fremantle, Australia.
It was a welcome relief, for it was winter
"down under" at the time, and shorts were
traded in for sweaters.
Fremantle, former home of the Ameri-
cas Cup, is a large port city near Perth, the
capital of Western Australia. Perth offered
a variety of exciting, fun and novel things
to do for many crewmembers. Again,
shopping, as well as going to movie theat-
ers, were a big highlight, while others en-
joyed the night life more.
Australians were very warm and many
ELLIOT sailors found fast friends amongst
the natives.

ELLIOT visited the British Colony of Hong Kong for the Fourth of July, docking
at HMS Tamar, the Royal Naval Base located in the heart of downtown.
Hong Kong is a very busy and vital city, and once more, shopping, shopping,
shopping was the norm for most ELLIOT crewmembers. Hong Kong offered every-
thing like electronics, clothing, silk, rugs, Chinese antiques, jewelry and much more.

On rare and special occasions, ELLIOT sailors were able to get away from the
everyday menu of the messdecks. A treat not only for the crew, but for the Mess
Specialists as well, who more often than not, needed a break.
Guest Cooks would don aprons and chef hats, cut the meat, knead the dough,
and make a general mess of the Galley. Chief's would take turns with the Wardroom
and First Class Mess to spin out culinary masterpieces for the crew to enjoy at the
evening meals, Such delights included Pizzas and Mexican specialties like tacos, faji-
tas, burritos, etc,
It was hard to say what the crew liked better, the different and tasty meals
or the fact that they were being served by Officers and Chief's.

While Navy life is inherent with uncertainties, and flexibility to
challenge the unknown another factor, only two things can truly be
counted on aboard the ELLlOTg cheeseburgers every Tuesday and
the Saturday Field Days. This weekly ritual is now ingrained upon
the ELLIOT psyche and All Hands participate in the titivation of the
Ship.

Keeping ELLIOT clean is extremely important and is considered
a serious affair, with no expense or effort spared in ensuring the ship
is as spotless as possible. It's all part of "Pride Inside," from washing
the embarked Helo to cleaning underneath the Wardroom pantry.
ELLIOT personnel are proud that their ship is considered amongst
the cleanest along the water front, and it shows with every sparkle
and shine.

REPLENISHMENT AT-SEA
PERSGNNEL TRANSFERS
ELLIOT performed over 60 underway replenishments during WEST-
PAC-90, many conducted in adverse sea states. Fuel, ammunition, spare
parts, food, supplies and mail are transferred to ELLIOT either via side-
by-side conventional, or, vertical replenishment using a Helo to ferry
goods. ELLIOT also practiced stern-to-bow refueling while in the Indian
Ocean. Personnel were transferred from one ship to another via "high
line," an exciting form of travel very popular with the more adventurous.

Navy SEALS during Team Spirit-
90. SEALS stands for Sea, Air and
Land. They are members of the
Navy's elite Special Forces. Their
mission onboard ELLIOT was to
conduct an exercise in support
of the amphibious assault phase
of Team Spirit-90. ELLlOT's role
was to transport the SEALS to a
point off the coast where they
launched their small rubber
boats and spent several hours
battling the rough seas toward
the beach. ELLIOT crewmem-
bers observed the exercise from
the warmth and dryness of the
ship.

While operating in the North Arabian Sea, ELLIOT participated
in a joint exercise with the Sultanate of Oman's Navy. ELLIOT, the
USS ROBISON DDG-12 and several Omani warships conducted vari-
ous exercises including gunnery practice, towing and air tracking ex-
ercises. It was a welcome change of pace after the tedium of the
Indian Ocean. Theexercise also provided ELLIOT sailors great expe-
rience working with allied navies, The Omanis are strong friends in
this vital area of the world, and although their Navy is small, it is very
professional and extremely effective for their capabilities. As during
PACEX-89, the climax of this exercise was a group formation photo
session. '

While deployed on WESTPAC-90, EL-
LIOT was part of Carrier Battle Group
"Charlie" centered around the nuclear
powered aircraft carrier USS CARL VIN-
SON CVN-70. A Battle Group represents a
ready contingency naval force able to
project power or protect American inter-

Seventy-four Tigers embarked at Pearl Harbor, Hawaii, to join ELLIOT
on the final leg of deployment. Pictured above left were most of the chil-
dren Tigers, 16 years and younger. Activities included an ice cream sundae
making contest. The kids loved it and some amazing concoctions were creat-
ed. The proud winner was Rick Diaz, picture above. Another highlight for
the Tigers was a "steel beach" picnic out on the ship's fantail, serving the
best in BBQ fare.

To show the Tigers what life at-sea
was all about, ELLIOT crew members
shared their knowledge and showed-off
some finely honed skills. Special events
hosted for the Tiger Cruise also included a
Bingo night on the crew's mess decks, a
gunnery demonstration, a ship's weapons
demonstration, an intelligence briefing and
a magnificent air show put on by the em-
barked airwing on USS CARL VINSON CVN-
70.
A day prior to arriving inport San Die-
go, California, an awards ceremony was
held onboard which recognized the out-
standing efforts of ELLIOT's crew. Many
fathers, sons, brothers, uncles, nephews,
cousins and friends were proud to witness
their sponsors receive honors and praise
for jobs "well done,"

The six months ELLIOT had spent on
WESTPAC-90 seemed to have been a
blur as the ship sailed under the Coro-
nado Bay Bridge towards loved ones
long missed. Days of anticipation were
about to come to fruitation. ELLIOT
sailors manned the rails craning for a
glimpse of a wife, parent, child, friend,
etc. The crowd on the pier was indeed
a welcome sight and the happiness of
reunion was clearly evident every-
where. WESTPAC-90 had finally come to
an end. ELLIOT was home at last!
