Captain Bruce R. Boland was born and raised in Buffalo, New York. He enlisted in the Naval Aviation Cadet Program at Niagra Falls, New York and reported for active duty at Pensacola, Florida in November 1953. Following commissioning and designation as a Naval Aviator in May 1955 he was ordered to Fighter Squadron 62 at NAS Cecil Field, Florida flying the FJ-3. He participated in the Lebanese Landings, the Quemoy-Matsu Island Alert, and the Formosa Straits Patrol of the late 1950's. ln January 1959 he reported to the Naval Air Advanced Training Command, instructing for three years in VT-21 at NAS Kingsville, Texas, flying the F9F series fighter. In December 1961 he reported to the staff of Commander Carrier Division 18 as Aide and Flag Lieutenant and during the next two years he participated in the Naval buildup in the North Atlantic as a result of the Berlin Crisis of 1962, and was Aide to the on scene commander of the Cuban Quarantine in the fall of 1962. ln the spring of 1964 he reported to Fighter Squadron 174 at NAS Cecil Field, Floridafor training in the F-8 Crusader, and subsequently served in Fighter Squadron 13 from September 1964 to June 1966, deploying in USS SHANGRILA QCVA-381. He was ordered to Naval Postgraduate School in June 1966, and received his Bachelor of Arts degree in Government in June 1968. Upon graduation he reported to VF-124 at NAS Miramar, California and served as the Crusader College Aviation Maintenance Officer until reporting to VF-24 as Executive Officer in June 1969. ln July 1970 he became the Commanding Officer of the Fighting Red Checkertails of VF-24. Duringj this period he completed two deployments to the Tonkin Gulf aboard the .USS HANCOCK QCVA-191. Upon completion of this tour, Captain Boland participated in the Navy's Officer Development Program and spent one year at the University of Southern California where he received his Masters of Science degree in Systems Management. ln November 1972 he returned to the USS HANCOCK as Operations Officer and participated in HANCOCK's first peacetime deployment since the beginning of the Vietnam War. During this western Pacific deployment HANCOCK was ordered from the South China Sea to the Arabian Sea in response to the Arab Oil Embargo of 1973. In August 1974 he reported to the Industrial College of the Armed Forces in Washington, D.C. and upon graduation in June 1975 reported to the staff of the Naval Inspector General. A native of the northeastern United States, he entered the United States Naval Academy in 1959. Following commissioning in June 1963, he reported to the USS KEPPLER QDD-7651 at Newport, R.l. where he served as Damage Control Assistant until February 1965. Upon graduation from the Naval Destroyer School lClass 121 in September 1965, LCDR Forster served as Operations Officer on the USS McMORRlS KDE-10361, homeported at Pearl Harbor, Hawaii. He was ordered to the Naval Postgraduate School in January 1968 and received a Master of Science degree in Operations Research in April 1970. Upon graduation he became Commanding Officer of USS ENGAGE QMSO-4331. ln June 1972, LCDR Forster reported for duty with the Operations Study Group in Washington, D.C., where he worked at the Center for Naval Analysis. In July 1975 he reported to the Naval War College in Newport, R.l., graduating with honors from the College of Command and Staff in June 1976. After enroute training at the Surface Warfare Officer School QPCOIPXO departmentl he assumed duties as Executive Officer aboard USS DURHAM QLKA-1141 in October 1976. DURHAM's first stop in WESTPAC was the Japanese port of Yokosuka. Although we were only scheduled to lay over for a period of eight hours, that particular day became a very special one for the ship. The passage from Hawaii had been a long and tiringone, as all such passages can be, all the more so for the lack of anything to look forward to beyond the daily routine. We were ready to do what we had come here to do-to off load some miscellaneous cargo and then move on, to Okinawa, and Subic Bay, with little thought but to get on with the job. Then word came that the Chiefof Naval Operations, Admiral James L. Holloway Ill, was also visiting Yokosuka. This was widely regarded' as an interesting coincidence, and not much more, inasmuch as it would have been thought reasonably unusual to expect the CNO himself to be able to find the time to visit OUR ship. We knew we were good. We had the reputation for being one of the sharpest ships in the fleet. Did it matter to him? Yes. At fourteen thirty the motorcade rolled up to the brow. Eight bells was sounded over the One MC, and the Bos'n with the biggest pair of lungs on the ship piped him aboard. He toured the ship, and what he found pleased him well. Well enough that he took the time to tell us about it over the One MC. His comments were brief, and to the point. A good ship, with good sailors. One is predicated upon the other. OPERATION HELP While DURHAM was in Subic Bay, the crew became involved in two local community self help projects. The first was Operation Schoolhouse. Volunteers jour- neyed to Zambales province, and gave their school a coat of paint. Additionally, several ships, including DURHAM, mustered work forces to lend aid in other areas of this, one of the poorest provinces in the Philippines.
