During the periods 'DIXIE has been in San Diego she -has served as the flagship of Commander, Cruiser-Destroyer Force, U.S. Pacific Fleet. During the deployments she has visited such ports as Hong Kong, Sasebo, Yokosuka, Beppu, Subic Bay, and Kaohsiung. Among some noteworthy incidents that occurred during DIXIE's past WestPac cruises were the rescue of a private yacht adrift in heavy seas during the I962 deployment, and the transfer ofan injured man from USS PICKET IAGR-7D to the DIXIE while at sea in l963. The cruise of I963 is memorable also for the DIXIE's participation in People-to-People programs such as the sponsorship of the Japanese orphan's home, Kobo Aiii'en, and repairs to the orphanage. While returning from thecruise DIXIE learned that she had won the coveted E for the second consecutive year in the l962-63 CruDesPac' Tender Competition. In that same year DIXIE received the Forces Afloat Athletic Trophy, and the Ney Award for her messing facilities. After a yard period in I.ong Beach, DIXIE returned to San Diego and then deployed for her I964-65 WestPac cruise. She spent the major part of the time in Subic Bay, Philippines, during which the crew contributed money and man- hours to build a two room school building. This building became part of the Tapinac Elementary School in Olongapo, Zambales. In February DIXIE hosted Officers and men of the British aircraft carrier, HMS VICTORIOUS. Spending almost five months in Subic, DIXIE proceeded to the South China Sea where she tested the feasibility of providing tender availability while underway in the Gulf of Tonkin. DIXIE returned to San Diego on the 8th of May, I965, and became the flag- ship of PEAR ADMIRAL W.H. BAUMBERGER, Commander, Cruiser-Destroyer Force, U.S.' Pacific Fleet, until she once again got underway for the Western Pacific in January I966. I I , The I966 Cruise included two visits to Yokosuka, two months in Subic Bay, two visits to Kaohsiung, and a week inHong Kong. Fifty-six tons of Proiect Handclasp. materials were distributed during the cruise. Noriko Shimizu, DIXIE's adopted sister was welcomed aboard in Yolcosuka. DIXIE returned to San Diego on I3 August and shortly thereafter became the flagship of REAR ADMIRAL, W.H. BAUMBERGER, Commander, Cruiser-Destroyer Force, U.S. Pacific Fleet, until she received orders for tender availability in Long Beach, California, during January and February IQ67. WILDER, USN, a native of Watertown, South Dakota, graduated from the U.S. Naval Academy and was commissioned on 7 June l944. He served in the Pacific Theatre in USS PRESTON CDD-795D until the close of World War ll. All of his duty afloat has been in the Pacific Fleet, principally in the destroyer force. He was Executive Officer in USS R B ANDERSON CDD-7865 and commanded the uss WEDDERBURN CDD-684D Lmla me uss BRINKLEY BASS CDD-8875. Captain Wilder attended Post Graduate School at Stanford University and graduated from the Naval Warfare course at the U.S. Naval War College. He came to the USS DIXIE QAD-145 from his second tour in the Bureau of Naval Personnel. FOI' his actions in the Okinawa Campaign, Captain Wilder was awarded the Bronze St M d F ar e al with Combat V . He was awarded a Gold Star in lieu O acsecond award for his actions In the early months of the Korean conflict. He was first assigned to the USS MERAPI IAF-38h he later served in USS TARAWA ICVA-4Ol and was Commanding Officer of the USS BUNTING CAMS-35. Commander Henry has seen duty in the USS DECATUR CDD-936D as Weapons Officer and USS FISKE CDDR-842D as Executive Officer. Ashore he has held the position of Naval Staff and Operations Officer Assistant at Naval Station, Naval Mine Defense Laboratory, Florida. Immediately before coming to the USS DIXIE CAD-I4D he was stationed at the Nuclear Weapons Training Center, Pacific. Commander Henry relieved Commander Bushy as the DIXIE's XO in February of I966. On board DIXIE, X Division is on hand to ,complete its mission of Service for the Crew . This division is comprised of thirty-five men to fulfill the functions of the Administra- tive Office, Personnel Of- fice, Chaplain's Office, Master-at-Arms Force, and Post Office. Each is a sec- tion under the direction of the Commanding Officer and Executive Officer. The mission of the Ad- ministrative Office includes routing of all incoming cor- respondence and publica- tions to the respective de- partments for action, as well as insuring that all cor- respondence and recurring reports signed by the Com- manding Officer are checked T .for correctness in form, spelling, serialization, and date prior to mailing. Other duties include retaining master copies of all incom- ing and outgoing correspond- ence and publications and completing all entries in of- ficer service records. The personnel Office may be found busy during the day while personnel check for dates of transfer, advance- ment, re-enlistment and dis- charge. Each of the above necessitates an entryin ser- vice records, records kept up to date on important data concerning performance, awards, dependency, ad- vancement, leave and ed- ucation. Each is an im- portant factor to an individual. The tasks of the O8.N Department include the planning, scheduling and coordination of the ship, the continual and accurate plotting of the ship's course and position, recommending courses to be steered, ' and the procurement and maintenance of navigational charts, publications and equipment. g . The Quartermasters assist the Navigator in plotting the ship's course and position underway and are responsible for recording all significant events in the Ship's Deck Log. The Signalmen send and receive messages by flashing light, semaphore and flaghoist, render passing honors to other ships and boats, and are responsible for the proper display of ensigns and personal flags during salutes and national honors. The Radarmen collect, display and evaluate tactical and combat information needed for the efficient fighting and navigation of the ship. The Radio men handle exterior electrical communications and perform this vital function 24 hours a day, in port and at sea. Hellstrom from August '67 to present g X - The mission ofthe Deck and Gunnery Department is to carry out' deck operations and evolutions, to maintain arma- ment and ordnance of the ship, and to procure, handle, stow and issue ammunition and pyrotechnics. The department is subdivided into three separate di- visions: First, Second and Fox Divisions. First Division consists of 34 men and is responsible for the appearance and maintenance of the forward part ot the ship. Fox Division is responsible for all gunnery items, including ' directors and associated fire control equipment. Second T Division's 42 men take care ofthe after section ot the ship CWC JE. Vancleef along with the boat deck. ghipfs Boatswain First and Second Divisions provide and train boat cox- swains, maintain the DIXIE's boats, and Furnish lifeboat details. The men of these divisions see to the upkeep and preservation ofthe decks and sides ot the ship. They also maintain and operate the paravane and airplane cranes. The DlXIE's deck men handle the mooring and an- choring ot the massive tender, as well as the mooring ofthe ships that come alongside. The Deck Department provides technical assistance in tests of rigging equipment and manufactures rigging items when requested. The men of the deck Force stand watches in port and underway, including helmsmen and lookouts. The Gun Gang sees to gun barrel replacements and maintenance ofthe DIXlE's 5 38mm battery, manning the mount for action when needed. These services m- clude three phase 440 volt AC and l20 volt DC power, l50 pound steam, Feed and l Fresh water, Navy Standard and diesel oil, and l00 pound low and 3000 pound high pressure air. M Division is composed of Machinist Mates and is responsible For two main engines, Four ships service generators, two distilling plants and associated auxil- iary machinery. The demand created was for a method by which destroyers could attack enemy submarines while be- ' I yond the sub's attack capabil- ities. One weapons system developed to meet this need was DASH lDroneAnti-Sub- marine Helicopteri. The idea of using a drone helicopter was con- ceived by the staff of the Commander, Destroyer Force, Atlantic Fleet. The elimina- tion of the pilot gives the ship Commander greater freedom of operation, day or night, and Ens. J.IVI. lVlcDonald ENC P.H. Herron under hazardous conditions. Like all other aircraft the DASH Weapons System requires a great deal of maintenance. While much of the maintenance can be accomplished aboard the destroyer there remains special maintenance and repair that requires greater facilities than can be carried on a small ship. For this reason Destroyer ' Tenders have been extensively equipped with DASH' repaircuapabilirties. Elec- tronics ratings are responsible for the maintenance of Drone Aironics and target control systems. T The Repair Department is primarily concerned with the welfare of other ships rather than the DIXIE, in contrast to the majority of the ship's depart- A ments. T The primary mission of this department is the accomplishment of any and ajj repjuirs which are within its capability to accomplish within the time a owe . The departrnent's capability to accomplish repairs is' quite diverse, covering such things as underuwater hull Inspection by the Divers or plugging a hull opening sf: that a BIPS line may be renewed by the Pipefitters. At the same time a va ve may e removed and its seat built u in the Weld Sho machined by the Machinery Repairmen and reassemblelil and tested by Vlallve Shop personnel. Electronics Technicians may be on the mast, which is being fixed by the Shipfitters, repairing an air search radar, while down below the Sonarmen are checking out the underwater fire control equipment. The Boil- ermen may be replacing tubes in a boiler at the same time Sheetmetal personnel are repairing a crack inside the smokestack and Gage Shop per- sonnel are repairing the boiler gages. The Deck Force at one minute may lift a boat aboard for the Carpenter Shop to repair and next lift a gun barrel into position for the Ordnance Shop to regun a ship. A part is not available so a pattern must be made in the Pattern Shop so that the Foundry can pour a new one, allowing the Outside Repair personnel to complete their job. Electrical Repair personnel are busy rewinding an electric motor, while batteries for the boat are being charged and Gyro Shop people are busy in- specting a gyro compass and interior communication equipment. A safe is inadvertently jammed sothe Key and Lock Man is busy, and, to help pre- vent this happening again, the Engraving Shop is called on to make a new sign. Fire Control personnel work on a piece of equipment shorted out by salt spray, while the Canvas Shop is making new covers which hopefully will help that situation. The Print Shop runs off the Christmas menu, while the Typewriter Shop repairs the typewriter used to type the menu. Binoculars and clocks are being com- pletely overhauled in the Optical and Watch Shops while the crew watches a movie on a projector recently re- paired in the Movie Shop. Neely The Supply Department procures, receives, stows, issues and accounts .for all stores, equipage, repair parts, nuclear weapons material, assorted.test equipment, lubricants, ship stores stock, clothing and small stores stock, subsistence-stocks, and special stocks of class 207 materials. The Supply Department provides num- erous services to the ship, it operates the various messes, Ship Service functions lLaundry, Ship Store, Soda Fountain, Tailoringl, Automatic Data Processing, and Food Service. . S-I Division is responsible for the procurement, receiving, issuing, stowing and accounting for some 80,000 items of general stores material, repair parts, and certain dental and medical supplies. The Division operates 38 storerooms and maintains the fiscal records of the DIXIE. y S-2 Division lCommissaryI operates the general mess and stores subsistence items. This division procures, receives, stores and issues some 5,000 food items. lt operates eight storerooms and four freezefchill storerooms. S-3 Division procures, receives, stores and accounts for all ships store and clothing items. The division also operates resale and service activities such as the ship's store, laundry, dry cleaning, tailor shop, soda fountain, barber shops and vending machines. S-4 Division collects and disburses all public funds aboard ship. The divi- sion prepares and pays all travel claim reimbursements, performs all afloat pay and allowance functions. S-5 Division operates and maintains the 0fficers Wardroom Mess, the Com- manding 0fficer's Mess, the Warrant 0fficer's Mess and Officers Country living spaces. S-6 Division operates and maintains the Automatic Data Processing equip- ment. This division is responsible for providing the computer services required by the UI500 Supply and Accounting programs and the 3M Data Collection programs to the entire ship. P ARL HARBOR - HAWAII The legendary Pearl Harbor of the island of Oahu, state of Hawaii, is the last stop for a 7th Fleet ship before the Orient. To the left of Honolulu Harbor is the entrance to Pearl Harbor. As the ship enters Pearl Harbor there is Diamond Head on the right with Waikiki Beach along the coast line and to the left is Barber's Point. All hands keep a sharp eye peeled for the Battleship Arizona Memorial off the tip of Ford Island. Just being in this historic spot brings rec- ollections ofthe fighting heritage of the Navy back home to all the old hands and gives the newest boots a new idea of what it means to be a sailor. Once liberty call is piped there are numerous opportunities for exploration of the city of Honolulu and surrounding cities and country side. Although, on this deployment, the ship stayed at Pearl Harbor only two days, everyone had an opportunity to see the view from Diamond Head or make the circuit of night clubs in the evening. It was noted the next day that many of the men had their first taste of Pacific sunburn. The area near Pearl Harbor has some of the finest beaches in the world. The morning the ship takes in all lines and leaves the pier for WestPac, every man makes a promise to himself to try to return to this easy going and scenic group of islands. This city is the industrial center of Taiwan and boasts among other things, a cement plant said to be the largest in the Far East, a munitions fac- tory, a fertilizer plant, and an aluminum factory. Be- cause of its excellent year- round climate, compared to other sections of Taiwan, its deep harbor and the flat surrounding terrain, which would permit easy ex- pansion of the city, the Japanese had great plans for Kaohsiung. lntending to make it the administrative headquarters of their empire, they laid it out so that it would accommodate a million people with ease. Today the crew members of the DIXIE can see modern numerous storied cement and stone buildings, hous- ing banks, offices and department stores, rising out of areas containing single story wooden and brick shops and older buildings. D . This area boasts a beach open to the public and iust beyond it President Chiang Kai-shek's winter home and private beach estate. An unusual scenic feature in the city is a broad canal known as the River of Love. It is so named because disappointed lovers, practicing an old Oriental custom drown themselves in it. The island of Taiwan itself was originally settled in the I3th century under the Yuan Dynasty and was controlled by the'Chinese until the I7 cen- tury when the Dutch took over the civil government. After 40 years of Dutch control the Spanish tried to take over the civil workings of the island but were finally driven out in I64I. In I662 the Dutch were forced out by a Ming Dynasty'loyalist commonly known as Koxinga. This rule lasted for more than 200 years. In I884 the French had a brief go at Taiwan but their control was short lived and their influence minute. In I895 the Ching Dynasty was forced to cede Taiwan to Japan after becoming involved in a war with the Japanese. After the Japanese surrender at the end of WWII the Chinese got it back. In I949 with the takeover of mainland China by the Chinese Communists, President Chiang Kai-shek took- refuge on Taiwan. UBICBAY-OLONGAPO PHILIPPINE ISLANDS Manila Bay is on the western coast line of Luzon, the largest of the seven thousand plus islands of the Philippines. North across the bay, from-Manila on the southern shore, is Subic Bay the site of the U.S. Naval Base of the same name. The bay, the base and the town of Olongapo, outside the base, are sur- rounded by tall hills. As the ship enters the bay, ones attention is drawn from from the hillsides to Grande Island in the middle of the bay, a fine rest and recreations spot utilized extensively by 7th Fleet sailors and personnel stationed on the base. The large land area of the base contains repair facilities, supply depot, numerous recreations buildings and athletic fields and is bounded on the North West tip by ,Cubi Point Naval Air Station. All types of U.S. Navy fighting vessels andtauxiliary ships utilize this port and most of the piers and buoys are usually in use. If a sailor is not inclined to use any of the fine clubs onthe base dur- ing one of his off-duty periods, it is possible to pass through the main gate into the town of Olongapo. The opportunity for relaxation or excitement in this Philippine town runs from cock-fights on Sunday afternoon to browsing for hand crafted curios or a stop in one of the numerous bars or restaurants for a cold San Miguel Beer. Special services on the base offers, among other things, facilities for recreation as follows: swimming pools, yachting and deep sea fishing boats, skeet range, library, billiards, pool and card room, motion picture theatres, bowling alleys, gymnasium, and a teen club. OKINAWA The DIXIE finished up in WestPac in early October and set sail for the United States, destination San Diego, via the island of Okinawa. This cruise was made success- ful and rewarding in various ways and in addition all hands were pleasantly sur- prised to hear the announcement in Septem- ber of DIXIE winning the Battle Efficiency E in the ComCruDesF-'ac Tender Com- petition for I967. The one-and-one-half day stop over in Okinawa was made to enable the ship to load supplies left over on our ship on the Tender BRYCE CANYON who was relieving DIXIE in the Far East. All hands got a chance to make the beach here and a few last minute souvenirs were purchased. This island we found to be made up of military installations linked up in a way that re- minded one of the megopolis of the linked cities on the Southern California coast. We left Okinawa the evening of the second day in port and after I7 days arrived in San Diego on the 3lst of October.
