C., as Deputy Chief of Staff fType Trainingj for the Commander, Naval Surface Reserve Force, New Orleans, Louisiana, and as Commander, Naval Reserve Readiness Command Region One, Newport, RI, prior to assuming command of USS DETROIT CAOE-41. During Operation Desert Shield! Desert Storm, Captain Erwin was responsible for recalling and mobilizing all 20,000 Naval Reservists who served so successfully during that war. Captain Erwin earned his Master of Science Degree in Business Administration from Colden Cate University San Francisco, California. He has a proven subspecialty in Anti-Submarine Warfare. He also attended the Naval War College at Newport, RI. Captain Erwin's military decorations include the Legion of Merit, Meritorious Service Medal with two Cold Stars, Navy Achievement Medal Ctwo awardsj, two Unit Commendations, a Battle KE and various Campaign Medals. Captain Erwin is married to the former Debbie Lee Davis of Dayton, Ohio. They have two children, Richard, Ir., and Michael Austin.

On April 14, l995,7as AOE-4 returned toiihomeportyfromii her most recent deployment, she celebrated more than just at traditional homecoming. DETROIT? return marked the fulfillment of 25 years of valiantservice to the fleet. 5 The ship reached this special achievement on March 28, 1995, while performing her duties in the Mediterranean as part of the Dwight D. Eisenhower Battle Group. Since her commissioning on March 28, 19705 DETROIT has participated in 13 deployments with the U. S. Navy's Sixth Fleet in the Mediterranean. She has also participated in crisis operations such as the Multi-national Peacekeeping Force off the coast of Beirut, Lebanon, operations in the Red Sea after Iraq's invasion of Kuwait and Operation Desert Storm in the Persian Gulf: DETROIT if first homeport assignment after commissioning was in Newport, R. I. She set sail for her first deployment to the Mediterranean for operations with the Sixth Fleet in the summer of 1970. In January 1974, DETROIT? homeport was changed from Newport, Rhode Island to Norfolk, Virginia. Between july 1974 and January 1976, DETROIT completed two Mediterranean deployments and contingency operations related to the Cyprus Crisis in 1974. In July'1976, DETROIT commenced her first shipyard overhaul at Bath Iron Works in Maine. During the overhaul, she was outfitted with the NATO Seasparrow Defense Missile System which she currently possesses. I DETROIT completed her fifth, sixth, and seventh Med deployments in 1978, 1979 and 1980. During her seventh deployment, the ship transited the Suez Canal for the first time. In June 1981, DETROIT commenced her, eighth Med deployment, highlighted by participation in missile exercises in the Gulf of Sidra after two Libyan aircraft were shot down by F-14 fighters from the aircraft carrier USS NIMITZ CCVN- 681. DETROIT entered the shipyards in Chesapeake, Va. in january 1982 for her second overhaul. DETROIT received upgrades to her engineering plant and crew living quarters in addition to her defensive capabilities with the installation of two Vulcan-Phalanx Close-In Weapons Systems CCIWSJ. In October 1983, DETROIT deployed for her ninth Med deployment. While there, DETROIT supported U.S. and Allied Forces off the coast of Beirut, Lebanon. At the height of the crisis, DETROIT provided logistical support to two Carrier Battle Groups, a Marine Amphibious Ready Group, and the presently decommissioned battleship USS JERSEY, In 1985, DETROIT participated in fleet exercises in the e , Propulsion Plant Examination August 1985. From February 1986 to October 14988, DETROIT completed her 10th Med deployment and participated in Exercise Teamwork '88 in the' Fjords of Norway replenishing U. S., British and Canadian warships. v I After officially changing homeports in October 1989, DETROIT was underway in support of law enforcement operations in the Caribbean Sea. y 4 In May 1990 DETROIT arrived at Naval Weapons Station Earle, Leonardo, New jersey where she is currently homeported. In August 1990, DETROIT deployed to the Mediterranean for the 11th time since her commissioning, but was diverted out of the Mediterranean in response to Iraqis invasion of Kuwait. She remained on station in the Red Sea through the remainder of the year. X On january 17, 1991, Operation Desert Storm commenced with DETROIT as one of two primary Fast Combat Logistics ships on station. With the exception of a joint beach party and a brief maintenance availability DETROIT fs crew worked non- stop for the remaining three months of what became a nine- month deployment. DETROIT commenced a much needed six-month dry docked phased maintenance availabilityvin May 1991 at Philadelphia Naval Shipyard. After receiving various repairs, DETROIT began an intense schedule in preparation for her next deployment to the Mediterranean. I In May 1992, DETROIT deployed for Med 2-92. This deployment proved to be remarkably successful for DETROIT and her crew. DETROIT participated in the insertion and retrieval of U.S. Army and Navy Special Forces during Exercise Ellipse Bravo, and rescue efforts to the TCG MAUVENET, a Turkish warship, after it was struck by a missile. I DETROIT returned to Philadelphia Naval Shipyard for a drydocked phased maintenance availability in july 1993. Shipyard repairs were completed in January 1994 and the ship immediately commenced work-ups for her next deployment. ,On October 20, 1994, DETROIT was underway for her 13th Mediterranean deployment. Prior to arriving in the Med, the ship was tasked to take station in the Arabian Sea in support of U.S. Naval Forces. DETROIT returned to the Med in December 1994. He enlisted in the Navy in 1975 after attending the University of Massachusetts at Boston for two years. After separation from active duty, LCDR Zagranis became a drilling reservist while returning to UMASS! Boston. He returned to active 1 duty in the Training and Administra- ffff X f X tion of Reserves QTARD Program while finishing his degree at night. After earning a Bachelor of Arts Degree in Political Science, LCDR Zagranis attended Officer Candidate School at Newport, RI. He was commissioned 6 Eeb. 81. LCDR Zagranis served as Damage Control Assistant and Main Propulsion Assistant in USS CONYNCHAM CDDC -17l, as Assistant Material Officer DESRON TWO, and as Engineer Officer in USS BOULDER CLST 119OD. Other tours of duty include Nuclear Power Officer Recruiter, NRD Boston, and Executive Officer Naval and Marine Corps Reserve Readiness Center. Prior to reporting aboard, LCDR Zagranis attended the Naval War College and was awarded a Master's Degree. LCDR Zagranis personal awards include the Navy Commendation Medal with gold star and the Armed Forces Expeditionary Medal. LCDR Zagranis and his wife Theresa reside in Portsmouth, Rhode Island.
