COMMANDING OFFICER CAPT JOHN C SCRAPPER Captain John C. Scrapper was born in Brockton, Massachusetts, the son of Mr. and Mrs. Christopher A. Scrapper. He was appointed to the U.S. Naval Academy in 1965 and graduated with the class of 1969. He was designated a Naval Aviator in July 1971. After his first assignment to Aviation Training Squadron TWENTY-FOUR and Aviation Training Squad- ron FOUR as an Advanced Jet Flight Instructor in the TF- 9J Grumman Cougar Aircraft, he was assigned to the Medium Attack Community based out of NAS Whidbey Island, Washington, in October 1973. Over the next fourteen years, Captain Scrapper served in aviation squadrons and staffs while flying the A-6 Intruder All Weather Attack Aircraft. His billet assignments in- cluded all branch, division, and department head officer positions while alternately specializing as a Carrier Landing Signal Officer. His tours included numerous deployments to the Mediterranean, Indian, and West- ern Pacific Oceans aboard Carriers CORAL SEA CCV- 43J, AMERICA QCV-661, ENTERPRISE QCVN-65, and KITTY HAWK KCV-631. In June 1984, Captain Scrapper reported to At- tack Squadron 165 as Executive Officer. After return- ing from a WESTPAC cruise aboard USS KITTY HAWK QCV-63D in January 1986, he assumed the Command- ing Officer position. During his Command tour, his Squadron received the COMNAVAIRPAC Battle E , Meritorious Unit Commendation, the CNO Safety S , Hughes Aircraft Corporation Intruder Squadron of the year Award, Norden Corporation Pickle Barrel Award for Bombing Excellence, Pratt 81 Whitney Corporation FOD Free Squadron of the year, and COMMATVAQWINGPAC Maintenance Squadron of the Year. They were subsequently awarded the coveted Admiral McKlusky Award by the Secretary of the Navy as the Number One Attack Squadron in the United States Navy. In 1988, Captain Scrapper was selected for bo- nus command and assumed position as Deputy Com- mander, Carrier Air Wing FIFTEEN, aboard USS CARL VINSON KCVN-705. During deployments to the West- ern Pacific and Northern Pacific, he actively partici- pated as the Strike Warfare Commander and Anti- Surface Warfare Commander for multiple Carrier Battle Groups as well as qualifying' in minimal time as Command Duty Officer for the Starship VINSON. He was chosen for sequential deep draft command with assignment to USS DETROIT QAOE-41, and fol- lowing his Air Wing tour, Captain Scrapper was assigned to Deputy Chief of Naval Operations for Naval Warfare as the Director of the Navy's Technical Support Group. Captain Scrapper assumed command of USS DE- TROIT QAOE-41 in January 1992 successfully leading her through an exciting training cycle and an aggressive Mediterranean deployment supporting SIXTH FLEET Battle Groups. Captain Scrapper has over 4000 hours and 300 traps in Tactical Carrier Aircraft. His decorations in- clude the Legion of Merit, the Meritorious Service Medal, Navy Commendation Medal, Navy Achieve- ment Medal, and various expeditionary medals. Captain Scrapper is married to the former Elizabeth Ann Davis of Oak Harbor, Washington. They reside in Colts Neck, New Jersey, with their son John Davis f J .D. J .
