He then went on to assume command of Naval Electronics Systems Engineering Center, Charles- ton, South Carolina, in june 1986. 7 A After graduating from the U.S. Naval Academy in 1959, he reported for duty in USS Frank Knox KDDR-7425. In 1962, he qualified as a -submarine officer in USS Harder iSS-5685, operatingout of Charleston, South Carolina. In 1967, he qualified for command of submarines while serving as weapons Officer in USS john C. Calhoun CSSBN- 6303. In 1971, after completing his tour as Execu- tive Officer, USS Entemedor CSS-3407, he was se- lected for command of submarines. He then served as Chief, Ballastic Missle Tactics Section, Joint Strategic Target Planning Staff, headquar- tered with the Strategic Air Command, Offut Air Force Base. m In 1972, he was selected for surface com and., From 1973 to 1975, he served as Executive Officer, USS San jose CAFS-7l. In October 1976, he took command of the USS Mount Baker CAE-34l. He then servedas Chief Staff Officer for the Com- mander of Service Squadron'Four in Norfolk, Va., until December 1980. His next tour was at the Naval Sea Systems Command, Washington, D.C., as the Project Manager for Tactical Towed Array So- nar Systems. From October 1982 to December 1983, he served as the Director of Surface Ships ASW Systems for the Commander, Naval Sea Sys- tems Command. Captain Wellborn is a graduate of the Naval Postgraduate School in Monterey, California, with a Master of Science degree in Electrical Engineer- ing, and he graduated at the Naval War College, Newport, Rhode Island. His service awards include the Meritorious Service Medal with Gold Star and the joint Service Commendation Medal. He is married to the former Gladys Hamby of Houston, Texas, and they have three sons: Burke, Robert and john. Capt Thomas B. Rotrauff Commanding Officer April-May 1986 Acting as temporary relief for Captain Wellborn, Captain Rotrauff assumed the duties of Commanding Officer from April 25 to May 15, 1986. A native of Altoona, Pennsylvania, and a graduate of Saint Francis College in PA., Capt. Rotrauff was commissioned Ensign in 1958. A Surface Warfare Specialist, he has had shipboard assignments in submarine, destroyer, amphibious and service force ships. He commanded the USS Pensacola CLSD- 38D from August 1975 to 1977 and was Commander Naval Beach Group Two from November 1980 through March 1982. He also commanded the USS Seattle CAOE-33 from August 1982 through August 1984 and assumed command of Service Squadron Four 12 September 1984. Capt. Rotrauff has served ashore at U.S. Naval Bases Philadelphia, Pennsylvania and Newport, Rhode Island. He is a graduate of the U.S. Army Special Warfare School, Senior Officer Naval Warfare, U.S. Naval War College and the Senior Ofrficer Ship Material Readiness Course, Naval Reactor Facility, Idaho Falls, Idaho. In addition, he studied Russian Foreign Policy at Cambridge University Cambridge, England. Capt. Rotrauff also served on the staffs of Commander U.S. Military Advisory Command, Vietnam, where he was a psychological warfare field action officer, Commander, Amphibious Squadron Six as the OperationsfPlan Officer, and Commander-in-Chief United States European Command, Stuttgart, Germany, as the Executive Assistant! Senior Aid to the U.S. Army, Lieutenant General, Chief to Staff. Capt. Rotrauff is designated a U.S. Army Parachutist and is a qualified U.S. Navy!Marine Corps Parachutist. He wears the following awards: joint Meritorious Service Medal, Meritorious Service Medal with Gold Star, joint Service Commendation Medal, Navy Achievement Medal, Combat Action Ribbon, National Defense Service Medal, Vietnam Service Medal, Presidential Unit Citation, State of Vietnam Campaign Medal, Meritorious Unit Commendation and the Vietnam Gallantry Cross. Captain Rotrauff is married to the former joan Yetter of Altoona, Pennsylvania. They have two children.
