Captain Norton served on the staff of Command- er Carrier Group Three as the Surface ASW Officer followed by a tour with the Office of the joint Chiefs as a strategic analyst. During a subsequent sea tour, he served as Executive Officer, USS Santa Barbara QAE-289. He was then assigned to the Depu- Combat Logistics Force New Construction Coordi- nator. He is a graduate of the Naval War College in Newport, Rhode Island. . Captain Norton placed the USS Platte CAO-1865 in commission in january 1983. Command Awards during his tour included the Battle Efficiency E , the Majorie Sterrett Battleship Excellence Award, and ,the Meritorious Unit Citation. He assumed command of the USS DETROIT CAOE-49 on 15 May 1986. - Captain Norton's personal awards include the Le- gion of Merit, Meritorious Service Medal, the joint Services Commendation Medal, the Navy Com- mendation Medal ltwo awardsl, and numerous ser- vice and campaign ribbons. Captain Norton is married to the former Eliza- beth Williams of Alcoa, Tennessee. They have three children: Elizabeth, james and Vannessa. . ' -.. T' , lin., 'W

The Secretary Of The Navy Washington The Secretary of the Navy takes pleasure in presenting the NAVY UNIT COMMENDATION to COMMANDER UNITED STATES SIXTH FLEET AND UNITS OF UNITED STATES SIXTH FLEET for service as set forth in the following CITATION: For exceptionally meritorious service in naval operations supporting national security objectives off the Libyan coast from 23 March 1986 to 31 March 1986. In the face of extreme provocation, which erupted into air and surface engagements, the officers and men of Task Force SIXTY coolly persevered in a highly visible naval freedom of navigation operation, ATTAIN DOCUMENT III, under the eyes of the world, and successfully challenged the unlawful Libyan claim to international waters of the Central Mediterranean. Task Force SIXTY's readiness and determination dealt decisively with attacks from Libyan ground forces and active threats from Libyan naval forces which challenged American exercise of freedom of the seas during Operation ATTAIN DOCUMENT III, destroying the attacking and threatening units. The superbly planned and brilliantly executed operation decisively demonstrated the determination of the United States to operate naval forces lawfully in the international waters and airspace of the world, in the face of military response and threats of reprisal. ATTAIN DOCUMENT III sharply reduced Libyan credibility and prestige along the North African littoral, and significantly enhanced American prestige in this strategic region. By their resolution and keen combat readiness, steadfast perseverance, and unfailing devotion to duty, the officers and enlisted personnel of Task Force SIXTY reflected great credit upon themselves and upheld the highest traditions of the United States Naval Service. !
