He has served in cruisers and amphibious warfare ships of the Pacific Fleet. His shore assignments include duty in Naples, Italy and in the Strategic Plans and Policy Division of the Office of the Chief of Naval Opera- tions, for which he was awarded the Navy Commendation lVledal. He subse- quently served in various submarines, and commanded USS CHIVO and Sub- marine Division 41. Captain Packer is a graduate of the U.S. Naval Postgraduate School in the Underwater Ordnance curriculum, receiving an lVl.S.E.E. Degree upon completion. He has also attended Armed Forces Staff College, and Ad- vanced Management Program of Har- vard Business School.
