At that time, U.S. Secre- tary of State Christian Herter introduced the concept of the Multilateral Force CMLFJ to the members of the NATO Council. Interest in his proposal of a jointly shared and jointly controlled fleet armed with nuclear weapons was expressed by the Federal Republic of Ger- many, Belgium, The Netherlands, Turkey, ltaly, United Kingdom and Greece. One of the major features of the proposed MLF was .3 l . l E USS CLAUDE V. RICKETTS DDG-5 that each ship would be mix-manned throughout with personnel from at least three participating nations. Al- though the principle of multi-national manning was not new or revolutionary, it seemed a useful idea to gain some practical experience in mix-manning a modern warship with complicated weapons systems. Accordingly the late President John F. Kennedy offered to provide a U.S. guided missile destroyer to demonstrate the fea- sibility of this principle. The governments of the Federal Republic of Germany, N A first look Greece, the Netherlands, Italy, Turkey and United King- dom expressed interest in participating in such a demon- stration with the United States. A sub-group of naval officers from interested coun- tries met in Washington during the last months of 1963 to work out details of the Mixed Manning Demonstration. A Memorandum of Understanding, signed by these officers in February 1964 and subsequently approved by the national governments, set forth basic commitments and procedures. 7 living together IVIANNING UP Among the points resolved by the memorandum were the following: C13 The demonstration would commence on June 1, 1964, and terminate Dec. 1, 1965. C25 Participation in the demonstration did not involve any commitment to par- ticipate in the NlLF. C35 Participating navies would bear the expense of training, transporting and sustaining their personnel assigned to the demonstration. C41 The demonstration ship would remain a unit of the U.S. Navy throughout the 18 month period. C5J English would be the official language used on board ship. Also resolved were questions concerning billet structure, pay, discipline, cul- tural and ethnic differences. At the outset it was emphasized that there were important differences between the lVlixed Manning Demonstration and the proposed NILF. Engineering department ready to answer all bells. 15 On February 26, 1964, U.S. Secretary of Defense Robert lVlcNamera publicly announced details con- cerning the' demonstration and designated USS Claude V. Ricketts Cthen USS Biddleb as the partici- pating ship. ln early June, 1964, the first non-U.S. personnel reported aboard this ship for duty. Many had taken language and technical courses in their own coun- tries before arriving in the United States. Others had gone to U.S. Navy service schools as a back- ground for their assignment in the ship. As a matter of policy non-U.S. officers preceded the enlisted complements from their countries. The ship which has to serve as the new home for so many of us was built by the New York Shipbuild- ing Company and originally commissioned the USS Biddle in Philadelphia on Nlay 5, 1962. Four hun- dred and thirty-seven feet long and with a forty-seven foot beam, the ship incorporates into her 4,-500 ton displacement the complex weapons systems of the guided missile destroyer class. Training of new arrivals proceeded at a slow but measured pace. As the ship left Norfolk for two and three days of operations at sea, we began to learn our jobs. The mechanics of getting underway, the simple procedures of firing her guns, operating the sonar and radar equipment, responding to basic emergency drills, and - above all - the integration of all of us into a coordinated team occupied the at- tention of the entire ship. Overlap of personnel arriving and leaving crowded the ship UN- TIL EVERY bunk was occupied. For some of us, schools and classes continued even though we lived on board. For others of us language classes continued to ease the difficulty of working and living in a new environment. RICKETTS would be held on July 28. Admiral Claude V. Ricketts, USN, had served with great distinction as Vice Chief of Naval Operations, United States Navy, and had been one of the principal architects of the Mixed Manning Demon- stration. As the ship passed Mount Vernon, George Washington's plantation, all hands manned the rails and the ship's bell was tolled in homage. The next day a special ceremony was held at the Washington Naval Yard in recognition of the Mixed Nlanning Demonstration. Distinguished guests at this ceremony included the Hon- orable Dean Rusk, Secretary of State of the United States, Their Excellencies the Ambassadors of Italy, Turkey, The Netherlands and the Federal Republic of Germany, the ministers or diplomatic representatives from Greece Belgium and United Kingdom. All hands accustomed themselves to long hours at battle stations as Ricketts headed south into the Caribbean for an Operational Readiness lnspection CORD. After a week's training under the instruction of the Fleet Training Group, U.S. Naval Base, Guantanam0, Cuba, the ORI was held on January 16. Fleet Train- ing Group evaluators noted the rapid progress made by all departments and the enthusiasm which had motivated all hands to work hard in correcting deficiencies. After ASROC and TARTAR missile firings, RiCk6ff5 returned to Norfolk to prepare for a five-month overseas deployment.
