EDWIN J. WALBOURN, the first president of the local junior college, is, no doubt, the one individual who has become most important to the organization and development of the Butler County Community Junior College. A native of the state of New York, Mr. Walbourn came to Kansas, after his military service, and attended Kansas State College at Pittsburg, where he earned his B.S. degree in social sci- ence. While completing work for his M.S. •degree at Pittsburg , he began his teaching career at the college in the field of history and geography. He came to El Dorado in September of 1951 and taught one year in El Dorado High School before becoming a member of the fac- ulty of the El Dorado Junior College. As the college history instructor, he taught varied courses in the social science department, as well as extension courses in other schools. Regularly he took his government classes to visit the state legislature at Topeka , and while there became interested in the legislative procedures of improving the state ' s educational offerings, especially at the junior college level. He was appointed to serve as acting dean of the college in September of 1959 and the next year became dean, a position which he held for three years. His growing interest in junior college education, his administrative responsi- bility in his own school, and the opportunity to serve as president of the Kansas Public Junior College Association paved the way for his be- coming an enthusiastic and effective leader in helping to draw up legislation that created the Butler County Junior College, of which he be- came president in October of 1963. Later he cooperated in the legislative program of estab- lishing the state community junior college system, and at the same time assumed the gi- gantean task of aiding the educational leaders of Butler County to create our own school and campus. His vision and skill in implementing his dream of a comprehensive junior college in Butler County have given to the college community an educational monument that will prove of inestimable worth for years to come.
