You have proudly displayed our Nation's flag in many ports and on the high seas throughout the Western Pacific. You have been an integral part of the U.S . SEV- ENTH Fleet in Tonkin Gulf, and as such you were an important instrument of our national resolve in the continuing struggle to achieve freedom for all men.
