He graduafed from high school in 4955 and from The U.S. Naval Academy in 4959. His firsT assignmenfs were aboard The desTroyers USS HALE CDD-61125 and USS MYLES C. FOX QDDR-8295. Following These Tours he enTered The UniversiTy of Michigan as a Burke scholar and received a MasTers in Physics in 4962. Refurning To sea duTy, Cabfain Baker served aboard USS DAVIS CDD-9375. He Then reTurned To The UniversiTy of Michigan for PhD work in The field of OperaTions Research. ln 4967 he began a Tour in The Office of The Chief of Naval Operafions, Sysfems Analysis Division. He became ExecuTive Officer of USS HOEL CDDG-433 in 4968. ln 4970 Capfain Baker assumed command of USS BRONSTEIN CFF- 4037Q. In 4972 he sTarTed a one year Tour as a Federal ExecuTive Fellow aT Brookings lnsTiTuTion in Washingfon, D.C. Following ThaT he was ordered as a STaff AssisTanT To The Secrefary and Depufy Secrefary of Defense. ln 4976 he was graduafed from The Nafional War College. ln 4977 Capfain Baker was The commissioning Commanding Officer of USS DAVID R. RAY CDD-97 45 and served in ThaT capacify unTil 4979. Capfain Baker Then became Head, General Purpose Forces Branch of The Sysfems Analysis Division of The Office of The Chief of Naval Operafions. ln May 4982, he became ExecuTive AssisTanT To The Commander in Chief, U.S. Forces, Pacific. Capfain Baker is married To The former STephanie Levinson of Washingfon, D.C.
