Outgoing Mayor Milton Juan Cleftl congratulates in- coming Mayor Ronald Ford as the latter assumes the high office for the second half of the school year. saw men! The self-government system at Boys Town, a Mayor-City Council form of government, is designed to give the citizens knowledge, respect and practice in our American ways of govern- ment. A part of life at Boys Town for many years, the system is a stage in the learning pro- cess of alert and responsible citizenship. From among the Twenty-five cottage commissioners are selected five councilmen. One of these five are elected by the citizenry to the position of Mayor. The Mayor usually appoints his cam- paign manager to the position of city clerk. Membership on the council is a high honor for it indicates high ability, willingness to assume responsibility, and the confidence and trust of the student body. Seniors Milton Iuan and Ro- nald Ford served as Mayor during the two six- month terms of the current year. The city council meets with Msgr. Nicholas H.
