CAPTAIN EDWARD W. CARTER, Ill Fifth Commanding Officer July 1972 - Present Born in Winston-Salem in 1928, Captain CARTER was raised in Asheville, N.C. He enlisted in the Navy in 1945 for two years prior to entering the U.S. Naval Academy from which he graduated in 1951. He subsequently earned a M.S. degree from M.l.T. in 1959. Captain CARTER has served tours with USS SANBORN QAPA-1933, LST 528, the Amphibious Warfare school, USS R. K. HUNTINGTON QDD-7811, USS BOSTON QCGA-15, USS FARRAGUT CDLG-61, and USS LONGBEACH QCGN-91. He has graduated from the Naval War College and the USAF Air War College. Captain CARTER served as Com- manding Officer of USS TOWERS QDDG-97 from July 1968 to July 1970. Captain CARTER's tours ashore include Assistant to CNO for Surface Missile Systems, Director Weapons Systems Integration Divi- l - 1767 Q5 1' 'Mix If SOUNDS LIKE THE CAPTAINS UP sion for Naval Ordnance Systems Command, and Deputy Director of the Chief of Naval Material's Tactical Digital Systems Office. Captain CARTER became fifth Comman- ding Officer of BIDDLE during a brief five-day upkeep period in Subic Bay between BIDDLE's first and second line periods on July 3. Captain CARTER had little time to become acclimated as only 13 days later BIDDLE assumed duties as PIRAZ ship. On the night of 19 July 1972, five MIG Aircraft, in two raids, attacked BIDDLE and were met by BlDDLE's missile and gun fire under Captain CARTER's leadership. One MIG was destroyed and the remainder were driven off. BIDDLE also served as Search and Rescue Coordinator for the Gulf of Tonkin during her second and third line tours. Captain and Mrs. CARTER, the former Billie Jane WALTMEYER of Baltimore County, Maryland, have four children, Betsy, Michael, Patrick, and Rebecca.

X CAPTAIN WILLIAM O. McDANIEL Fourth Commanding Officer June 1971 - July 1972 Born in Houston, Texas, Captain William O. McDANlEL received his commission through the NROTC Unit at the Rice Institute in June 1946. Captain McDANlEL served aboard the destroyers Steinaker, Haynesworth Dehaven and the cruiser Los Angeles. He commanded the destroyer Strong and the guided missile frigate USS MACDONOUGH. While a Lieute- nant, he served as the Commanding Officer of the Naval Reserve Training Center, Laurel, Mississippi. In addition he has served two tours in the Bureau of Personnel, the most recent as the Surface Commander Detailer. He attended General Line School in New- port, Flhode Island, the Naval War College and the Industrial College of the Armed Forces. Captain McDANlEL was awarded the Bachelor of Science Degree and the Master of Science Degree in Business Administration by the George Washington University in Washington, D.C. From August 1969, through December 1970, Captain McDANlEL served on the staff of the Commander, U.S. Naval Forces, Vietnam: first as Assistant Chief of Staff for Logistics and later as Chief of Staff. Prior to reporting to BIDDLE, Captain McDANlEL served as Commander Destroyer Division 322 in Norfolk. During 13 months under Captain McDANlEL, BIDDLE completed refresher training, an extensive operational evaluation of new electronic warfare systems, and deployed on short notice to the Western Pacific. BIDDLE completed her first line tour under Captain McDANlEL. Captain McDANlEL proceeds to duties as Chief of Staff to Commander Cruiser-Destroyer Force, U.S. Atlantic Fleet. . He is married to the former Peffy Cole of Houston, Texas. They have three children, Douglas, Katherine, and Betty Ann.

ExEcuTlvE OFFICER CDR CLAIR E. HECKATHDRN May 1972 - Present Commander HECKATHORN was born and rais- ed on a farm near Mercer, Pennsylvania. He graduated in 1958 from Penn State University with a Bachelor of Science in Industrial Engineering and was commissioned from the Regular NROTC Program. His first assignment was on the USS TICONDEROGA QCVA-141. Subsequently he graduated from the U.S. Naval Submarine School in Groton, Connecticut and was sent to USS TUNNY QSSG-28200, a Regular Missile Submarine. In 1961 he was transferred to USS PICKEREL QSS-5241. His next tour was a student at the U.S. Naval Postgraduate School, Monteray, Cal. where he graduated in 1966 with an Master of Science degree in Electrical Engineering. After a tour aboard USS TIRU QSS-416l, his next assignment was as MK 48 Torpedo Project Officer at the Submarine Develop- ment Group Two at Groton Conn. Prior to reporting to BIDDLE as Executive Officer, he was the Executive Officer of me uss PlcobA QSS-3821, based in Key West. CDR RICHARD W. RUSSELL February 1971 - May 1972 Commander Richard W. RUSSELL was born and raised in Lincoln, Nebraska. He enlisted in the Navy in 1952 and served four and one-half years prior to selection for the integration Program where he receiv- ed his commission in June of 1957. CDR RUSSELL's duties from 1957 until 1964 include tours with USS SAMUEL D. ROBERTS QDD-8231, COMDESDIV 242 staff, and Personnel Accounting Machine Command, Continental United States. From 1964 to 1966 he com- manded USS CHEWAUCAN QAOG-50l. CDR RUSSELL then served with BUPERS and coastal Squadron One, Vietnam, before assuming command of USS AFFRAY QMSO-5113 in 1969. ln February 1971 he joined USS BIDDLE as Executive Officer and serv- ed BIDDLE until May of 1972. CDR RUSSELL departs USS BIDDLE to assume command of USS ROBERT L. WILSON QDD-8471.
