The Executive Officer Commander Allen Smith Ill, USN While crossing the Continental Divide in the Panama Canal, Lieutenant Commander Smith officially relieved Commander Robert L. Brown as Exec. Four months later, he was awarded a coveted spot promotion to Commander. Commander Smith' s background includes command of the Oceangoing Minesweeper, USS AFFRAY, and service in the Destroyers HUNTINGTON and DAMATO. At the Pentagon, he was on the Chief of Naval Operations' staff in the Strategic Plans Division. Commander Smith graduated from the Naval War College in 1966 and from the Naval Academy in 1954. In his private moments, the Commander reads copiously. He keeps a master list of literature he has read. BIDDLE's First Executive Officer Commander Robert L., Brown, USN Now the first Commanding Officer of the newly commissioned USS O'CALLAGHAN CDE 10513, Commander Brown was plank- owner Executive Officer of BIDDLE until January 27, 1967. Commander Brown enlisted in the Navy just after WW II, He won his commission in 1951 after receiving his Bachelor's Degree in Electrical Engineering from Vanderbilt University. In 1959, he was awarded a Master of Science Degree in Special Physics from the U.S. Naval Postgraduate School at Monterey. Commander Brown also did research for the Navy and pre- pared a thesis at Lawrence Radiation Laboratories in California. In an earlier tour of duty, the Commander was assistant project officer for the prototype Sparrow missile. This was the Navy's first air-to-air missile. Prior to joining BIDDLE, Commander Brown served in USS SPRINGFIELD CCL 663, USS JOYCE CDER 3175, USS ANDERSON CDD 7865, USS WASP CCVA 185 and USS HALSEY CDEL 233.
