Robert L. Walters, USN Aug 1972- BELKNAP is a frigate, the first of nine guid- ed missile ships in the advanced class which bears her name. She is the second U.S. Navy ship to bear the name Belknap , and is named after Rear Admirals George Eugene Belknap, U.S. Navy C1832-19031, and Reginald Rowan Belknap, U.S. Navy C1871-1959j. Her keel was laid on 3 February 1962 at the Bath Iron Works Corporation, Bath, Maine. She was commissioned at the Boston Naval Shipyard on 7 November 1964. Extensive tests were con- ducted following commissioning including shakedown training at Guantanamo Bay, Cuba in February of 1966. Upon completion of her training period, BELKNAP joined the United States SECOND FLEET. In early autumn 1966, BELKNAP par- ticipated in a combined NATO operation off the coast of Norway. Later that year she was deployed in the Mediterranean, returning to Norfolk, Virginia early in 1967. Twice BELKNAP has served in the combat environment of the Tonkin Gulf. During the Fall and Winter of 1967 and 1969, BELKNAP was involved in operations with the SEVENTH FLEET in the Western Pacific. Six weeks of midshipmen indoctrination cruises off Newport, Rhode Island were includ- ed in her 1970 itinerary. While conducting operations in the Caribbean that same year, she was summoned to the Mediterranean Sea. This was an emergency operation to meet the crisis of the jordanian Civil War. In the summer of 1971, BELKNAP par- ticipated in a NATO exercise which took her to Nova Scotia and Bermuda. In September of that year, BELKNAP deployed for a six month tour of duty with the SIXTH FLEET. ln March of 1972, BELKNAP entered the Norfolk Naval Shipyard to undergo a complex regular overhaul. System readiness tests and refresher training at Guan- tanamo Bay, Cuba followed the overhaul period. March, April, and May of 1973 were filled with the tasks necessary to prepare BELKNAP for another Mediterranean deployment. He later entered the U.S. Naval Academy and graduated with the class of 1949. He saw action during the Korean War in the Battleship MISSOURI. Following a tour in USS KEPPLER CDD-7657 he attended the U.S. Naval Postgraduate School at Monterey, California where he specialized in ordnance engineering. After successive tours on the staffs of COMBATDIV TWO and COMCRULANT, he served as Weapons Officer of USS NORFOLK CDL-11. Captain Walters then served in the Cruiser Destroyer Readiness Branch of the Strike Warfare Division in OPNAV. ln December 1962 he was XO of the com- missioning crew for USS BERKELEY KDDG-151. Following a short course at the Armed Forces Staff College, Captain Walters com- missioned USS BROOKE KDEG-1J as the Com- manding Officer. From April 1, 1967 through November 1968 he served as XO of USS PROVIDENCE KCLG-61 while she was the flagship for Commander Seventh Fleet in the Western Pacific. Captain Walters returned to Washington in early 1969 and became the Program Manager for Anti-Ship Missile Defense in the Naval Ordnance System Com- mand. He comes to BELKNAP following a year of studies at the Air War College at Maxwell AFB, Alabama. Captain Walters is married to the former Diana Moomau of Petersburg, West Virginia. They have two sons, Andy and john, and reside in quarters at Naval Station Norfolk. CDR. james E. Law Executive Officer Commander james E. Law was born in Newark, New jersey. He attended Washington and Lee University and was commissioned as an Ensign in the ROC Program upon graduation in june 1957. His initial assignment was with the Office of Naval Intelligence in Washington D.C. as a Port and Maritime Facility Analyst. His first sea duty was the USS IOHN R. PERRY KDE- 1034J where he served as CIC OfficerfCom- munications Officer before fleeting-up to the billet of Operations Officer in june 1960. Following that tour he was assigned as Ex- ecutive Officer of USS EXULANT QMSO-4411 from February 1961 to june 1962. After completion of the One Year Science Curriculum at the U.S. Naval Postgraduate School in Monterey, California, LT Lawswas retained in the Naval Warfare Department Staff as an instructor in CIC and Naval Tactics until March 1965. His next sea assignment was as Operations Officer in USS DAHLGREN KDLG- 12D. In November 1966, LCDR Law was assigned as Executive Officer in USS AULT IDD-6981 and he saw action in the Vietnam Conflict during a seven month WESTPAC deployment. In lune 1968 LCDR Law was again assigned to Postgraduate School where he earned a Master of Science degree in Personnel Management. Following graduation in june 1969, LCDR Law was assigned to the Bureau of Naval Personnel in the Active Officer Promo- tion Plans Branch where he served until February 1972. Following the Washington tour, CDR Law was assigned to the BELKNAP as Ex- ecutive Officer in May 1972. Commander Law is married to the former Betty George of Brunswick, Georgia. They have two children, jimmy and Cindy, and reside at the Naval Amphibious Base in Little Creek. Chaplain McHorse was born in San Saba, Texas on May 11, 1931. Having acquired his primary and secondary education in the com- munity, he entered Howard Payne College, Brownwood, Texas graduating with a Bachelor of Arts degree in August, 1957. He graduated in january 1964 from Southwestern Baptist Theological Seminary. He was commissioned a LTjg in the U.S. Navy on july 2, 1964 and was sent to the Newport, Rhode Island Chaplain School. He has been deployed to Vietnam twice, first with the 3rd Marine Division and se- cond as Circuit Rider Chaplain for Naval Support Activity, Saigon. Chaplain McHorse is the BELKNAP'S first regularly assigned ship's chaplain and has been onboard for two years. Chaplain McHorse is married to the former Thelma Nell Walker of San Saba, Texas. It supplies the lifeblood to all other spaces and departments in the form of steam, electrical power, fresh water, com- pressed air, air conditioning, heat, and interior communications. Besides providing these vital services, the Engineering Department has the important task of making the ship go. During the deployment the Engineers, with the aid of 4,035,873 gallons of Navy Distillate Fuel, enabl- ed BELKNAP to steam 35,891 miles. The depart- ment produced enough electricity to provide for the needs of 200 private homes and easily could double this figure with existing equip- ment. They gave the crew 915,840 tons of air conditioning and 3,600,000 gallons of fresh water. Some of the various ratings which make up the department are the Machinist's Mates and Boiler Technicians who provide the main propulsion steam and sweet-tasting water. Electrician's Mates and Interior Com- munications Electricians provide and maintain the telephone systems, the electrical generators, and the 1MC fwhich everyone wishes would not work so well when reveille is passedi. Also included in the Engineering Department are the Hull Technicians and the Machinery Repairmen who have the motto, When it's broken, we own it. Not to be forgotten are the Enginemen who maintain and operate the emergency generators, boat engines, and other auxilliary equipment. Without their skill and devotion, the liberty boats could not have maintained the high reliability for which they were noted. So often the term SNlPES is used when referring to the Engineers, but to them it is a word of pride. Whether conducting numerous BCCE'S, BDCE'S, or just plain old exer- cising at General Quarters, the SNlPES are always ready. They are justifiably proud of pass- ing the operational and material inspection ad- ministered by the 1200 psi Propulsion Examin- ing Board and being cited as the best in the Fleet. We will be ever mindful that diligent duty comes with being the best. All in all, it has taken long hours of hard, often dirty, work and a certain sense of pride to be called a BELKNAP SNlPE. The Quartermasters prepare the tracks for our travels and during this cruise they guided us through the many straits and passages in order that we might reach our destinations safely. Particularly noteworthy was their performance during several refuelings in unfavorable conditions. Their skill at the helm made each fill-up a success. It has often been said that the Navy floats on paper rather than water and to see the ship's office staff at work you might believe it! From arranging transportation for personnel being separated or going on emergency leave, to keeping each and every service record correct, the Yoemen and Personnelmen perform a very necessary job. Shots and adequate pharmaceutical supplies are the hallmark of the Corpsmen. Medical inspections, sick calls, scheduling medical and dental appointments prior to in- port periods, and helicopter details kept the Corpsmen busy for the duration of the deploy- ment. As their job requires, the Corpsmen tended to the needs of the 3,181 patients who visited sick bay. They administered 2,304 shots filled 3,654 prescriptions, made 182 lab tests, ordered 110 pairs of glasses, and gave 227 lec- tures. Their knowledge and dedication were evident by the quick recovery of the few crew members who were sick or injured. MAIL CALL is the most popular word passed over the 1MC, and the friendly Postal Clerks insured the rapid sorting of the letters and packages to the eager crew. Behind the scene, they picked up the mail from mail box- es, sorted, handled and delivered it to the helicopter, replenishment ship, or post office and returned with the crew's mail from family and friends. Navigation, medical care, and ship ad- ministration are, then, the responsibility of the Navigation Department. Although the smallest department in terms of personnel assigned, its tasks are quite diverse, and its contributions to the safety, health and morale of all hands un- questioned. In other words, CIC's job is to know what's going on, and what our part is to play in it. The Operations Specialists' first source of information is the various books tusually big, thick onesl that explain how to perform various tasks such as hunting submarines, controlling aircraft, or ordering formations, or which give special instructions for the particular exercise in which we happen to be involved. It addition, the OS's plow through reams of messages that contain day-to-day intelligence and orders from our superiors. The OS's depend heavily on the sophisticated surface and air search radars and communications equipment that the Elec- tronics Technicians are responsible for main- taining. Being an ET is one of those jobs where nobody notices you until something goes What bogey? V i C. SELLC-REN LCDR wrong, although no other rate, except perhaps the engineers who move the ship and supply her power, play a role more vital in keeping BELKNAP a viable Man o' War. The EW's fElectronic Warfare Techniciansl have their own little corner of CIC which has more dials and buttons than the rest of CIC put together. Their job is to detect and analyze the electronic emissions of other ships and aircraft, and to help in identifying them. In a shooting war, we hope that the EW's would be the first to detect-an incoming missile. One of the capabilities that sets BELKNAP apart is her complicated computer program. The computers receive data through the various consoles in CIC and process it foryready use, converting, for example, data about a sur- face contact's position into its course, speed, and CPA. BELKNAP also has the capability of automatically transmitting by radio the data we have collected to other similarly equipped ships and planes, so that each can have the big picture. The Data Systems Technicians fDS'sI are responsible for maintaining the computers and their programs. It's a big job. We might add fwith a winki that in spite of all the fancy electronics, things seldom go as smoothly as the books suggest. Its success is chiefly measured by the ability of other departments to perform their missions. In the area of material support, a simple look at the myriad of machinery and electronic equip- ment aboard BELKNAP shows just how monumental the task of effective support is. Processing an average of 700 requisitions each month, the Storekeepers must insure that each is accurate and that the usage data is properly recorded for determination of stock replenish- ment and future demands. A wrong number on a requisition, or a failure to accurately project usage, can mean the difference between up and down for the ship's systems. Schuck LT Regardless of what the ship may be doing, underway or inport, one requirement never changes. The crew must be fed. The Com- missarymen and Food servicemen see to it that, whatever the circumstances, the crew can count on three lor fourl wholesome, appetizing meals a day. Due to their extra effort and skill, Chow time has always meant more to the crew of BELKNAP than just a full stomach. The Ship's Service division is tasked with providing the crew with essential services and lux- uries which ease the inconvenience of living aboard a ship at sea. The laundry is in operation 24 hours a day to provide service to 400 customers who are a source of the most challenging assort- ment of dirt and grime going. Although the barber's chair is as forboding to some as the den- tist's, the ship's Barbers managed to give some 4,- 500 professional-looking haircuts during the cruise. The Ship's Store was one of the few places on board where one could get away from it all. During the cruise BELKNAP's department store afloat sold approximately S120,000 in merchan- dise, from 5ct Tootsie Rolls to S5576 tape decks. The Welfare and Rec Fund was kept fat by the coke machine, the original four buttoned bandit. One team in the department reported a dis- tinct boost in their popularity twice each month - around the 15th and 30th. When deployed, the functions of the Disbursing Office expand con- siderably, with foreign currency sales, bill paying, and allotment changes galore! Yet, the DK's managed, with efficiency and accuracy, nearly 5600,000 in disbursements during the cruise, in- cluding a well-deserved pay raise. Throughout the cruise, the Stewards provid- ed the officers with appetizing meals, upkeep of spaces, and those personal services which allowed the officers more time to attend to their duties. Expertise and ingenuity were the words as the Stewards added special touches such as potato flowers on the many occasions that BELKNAP hosted foreign visitors and dignitaries. The cruise for Supply? The many methods involved require communications professionals in order to serve our command reliably and effectively. The men who perform this service are CR Division's Radiomen and the signalmen of CS Division. If one could take a peek in Radio Central, he would discover the vast array of circuit equipment that exchanges news, logistic reports, and commands. Only the Radiomen know the secret of how it all works-and they aren't telling. BELKNAP's Radiomen work long hours at sea keeping hundreds of messages flowing and sorted daily. The routine changes little when inport. A watch must be maintained at all times and messages processed continuously. Their operational skill and assistance to other commands won BEl.KNAP'S Radiomen the esteem of the other Sixth Fleet units. Visual communications is the responsibility of the Signalmen. Their job, like the postman's is one which cannot stop for foul weather. The men on the signal bridge are always ready. When in company with other ships, they use flahing light, semaphore, and flag hoist to l provide a secure exchange of information. They are visual lookouts also, giving the OOD a E visual assist by identifying other ships through the Big Eyes ship mounted binoculars. lnport a day time visual watch and on-call watch at ' night are maintained. Any threat, be it air, surface, or subsurface, receives the ready and effective response of the Weapons Depart- ment. It is composed of highly skilled technicians and sophisticated weapons systems and sensors. Together they make BELKNAP an effective deterrent to any enemy. To AS DIVISION, sneaky submarines are a constant danger. Therefore a continuous watch of the ocean depths is maintained by the Sonarmen to prevent the undetected approach of a submarine. And, should we ever have to challenge one actively, the Torpedomen are standing by. As far as BElKNAP's Sonarmen and Torpedomen are concerned, a submarine may as well seek her victims elsewhere. Q FOX DIVISION BELKNAP's long range offensive and defensive punch is supplied by her gunnery and missile systems technicians, the Fire Control Technicians Guns and the Fire Control Technicians Missiles. By skillful track- ing of targets with radars and fire control com- puters they produced the successful exercise shots of which we are proud. Because these men strive to be the best, BELKNAP retains the high degree of efficiency and effectiveness required of a Guided Missile Frigate. G DIVISION One of the oldest and most honored professions in the Navy is that of the Gunner's Mate. His dedication, pride, and ability are legendary, on BELKNAP this is no ex- ception. In this modern era of automation the C.unner's Mates are joined in their pursuit of accurate gunnery systems by the C.unner's Mates Missiles. Careful maintenance of the gun mounts and chaffroc launchers by the GMG's and the missile launcher by the GMM's keeps us ready to act against any threat, whether it be from the air, on the surface, or on shore. D DIVISION Boatswain's Mates and non- rated seamen compose the hard working and versatile Deck Division. This division maintains the exterior of the ship, bears a hand replenishing and refueling the ship at sea, stands Bridge watches, and assists in helicopter deck operations. When anchored out these men operate the small boats which get the crew to shore at Liberty Call. Lil k...uL 418.1 The LAMPS tLight Antisubmarine Multipurpose Systeml detachment and its SH- 2D helicopter were provided for the BELKNAP from HSL-32, the east coast LAMPS squadron in Norfolk. As BELKNAP was the first Navy ship to receive a LAMPS detachment tin December 19711, so too, BELKNAP became the first LAMPS detachment formed from HSL-32 when it was commissioned in August 1973. Fittingly enough the detachment is known as LAMPS DET ONE. The primary roles of the helicopter are an- tisubmarine warfare CASWJ and early warning electronics detection. In this capacity LAMPS is able to extend the range of sensor systems. ln addition LAMPS retains all the missions in- herent in a helicopter. Passenger and parts transfer, mail runs, and search and rescue are some of the LAMPS utility roles. During BELKNAP'S various exercises LAMPS was also used as a surface search platform. Armed to the teeth with three pencil flares, a survival knife, and two relief tubes the aircraft descended upon unsuspecting enemy units, traveling at speeds of 100 knots while spotting and classify- ing various surface craft. Luckily for BELKNAP'S foes the LAMPS helo was never allowed to un- leash its arsenal at its hapless victims. Using its almost nonexistent leisure time the helo crew managed to transform the hangar into the BELKNAP's floating gymnasium by contructing a volleyball net, basketball court, and gym rope. This gave the crew the opportunity to exercise bodies that had atrophied due to the abuses of life at sea. At the end of the cruise LAMPS DET ONE was disestablished, but each member departed the ship with the hours, minutes, and seconds spent on board etched firmly in some corner of his memory. H. Besides contending with emotional and personal problems, and adjusting to the un- usual routine at sea, the crew has to make the ship an efficient member of the fleet in which she is serving. -This takes a little more grit than men normally have, and at times the strain is evident. Depending upon the immediate situa- tion, their professional responsibilities are both ever changing and awesome. The ship has to fit herself to each new task and assignment. One mistake, by one man, could wipe out a million dollars worth of equipment and, perhaps, priceless lives as well. No fee could be paid the crew for their dedication during this cruise. Some have been repaid in the pride of responsibility well borne, others in the self-satisfaction derived from hav- ing progressed one step further toward their life goal. This Cruise Book is not in the usual sense a reward: it is a photo-story of the Mediterranean Cruise of 1973, whose value can only be determined in the years to come.
