To fulfill his pledge of de- veloping an administrative system to best serve the needs of Auburn University, he set out to fill all the positions enacted by his reorganization with qualified staff mem- bers already employed by the university. Faculty com- mittees were selected to screen applicants and make rec- ommendations in filling vacancies. Increased appropria- tions from the special session of the legislature were put to immediate use in plans and buildings. In his inauguration address of May, 1966, Dr. Phil- pott characterized the state of the University. It is in- evitable that Auburn University as a land-grant college and state university, should stand on the threshold of great progress and achievement . . . we have not arrived, for our aspirations are much higher than our achieve- ments, but it should be known to all that we are on the move?
