DICKINS, USN Captain DICKINS was graduated from the New York State Maritime Academy in 1949 and commenced active duty in the Navy as an Ensign in December 1949. After a tour of duty in USS BENNER KDDR-8071 as ASW OfficerfAssistant Gunnery Officer, he served in USS BREMERTON CCA 1301 as Air Defensef7th Division Officer. Captain Dickins was assigned to the Fleet Sonar School, Key West in February 1953 where he served as an officer instructor for 3 years. Returning to sea in 1956, Captain DICKINS served as Commanding Officer USS HUNTING CEAG 3981 and then as Executive Officer USS HAMMERBERG KDE-10151. Upon completion of this sea tour, he was assigned to the staff of Commander Anti-Submarine Warfare Force, Atlantic Fleet for 18 months. He then attended the Com- mand and Staff Course at the Naval War College, Newport, R.I. Upon graduation, Captain DICKINS assumed command of USS LORAIN COUNTY CLST 11771 in july 1962 followed by a tour on the Staff of Commander US Forces Southern Command CCanal Zonei as I-2 Plans Officer. He returned to the Naval War College after this overseas tour to attend the Naval Warfare Course where he also earned a Masters Degree in International Affairs from George Washington University. THE SHIP' HISTORY The Fleet Oiler Ashtabula is the first ship of the fleet named in honor of the Ashtabula River ilndian for river of many fishl which winds its way forty miles through northeastern Ohio, and in honor of the city of Ashtabula, Ohio. Launched at Bethlehem Steel Shipyard, Sparrows Point, Maryland on 22 May 1943, ASHTABULA, affectionately known as the Flying A or BULA , was com- missioned on 7 August, 1943, and assigned to the Pacific Fleet. The old ASHTABULA plied the waters of the Pacific for over a quarter of a century, winning fifteen battle ribbons in World War II, the Korean Conflict and the Viet Nam hostilities. A highlight of her World War Il service occurred during the battle of Leyte Gulf in the Philippines. The ship was torpedoed, and miraculously no per- sonnel were injured or fires resulted. Despite a hole 34' by 24' in her port side, through superb damage control efforts, ASHTABULA corrected a 14 degree list and continued operations, and the very next morning shot down an enemy plane returning for the kill . The old ASHTABULA became the new ASHTABULA in her second quarter century of service as the first and only ship of her type in the Pacific Fleet. During conversion in March 1968, a 400 foot mid-section, built entirely new from keel to radar antenna, was inserted and welded between the original bow and stern, replacing the old 310' mid-section. The liquid cargo capacity was increased by over one-third, the capability to carry dryffrozenfship's store provisions and ammunition was added, and four STREAM replenishment-at-sea stations were installed. These and other features make ASHTABULA a virtually new ship with a configuration closely similar to the new ACR iReplenishment Oileri types currently with the ASHTABULA in the fleet. Captain Dickins read a message from Admiral E. R. Zumwalt, jr, Chief of Naval Operations, praising ASHTABULA's vital sup- port to the Fleet and expressing the fact that she has always responded to the Navy's needs with energy and ingenuity.
