+Lll Machinist's Mate Master Chief CSW5 Douglas P. Tibbitts MMCMCSW5 Tibbitts resided in Marin County, CA before enlisting in 1976. After a short tour aboard the USS Robert A. Owens QDD 8275, he became a qualified Nuclear Power Plant Operator, graduating from Nuclear Power School, Orlando, Florida and Nuclear Power Training Unit, Ballston Spa, New York in 1978. He has served aboard the USS Truxton QCGN 355, USS Carl Vinson QCV 705, and USS Dixon QAS 375 as a Nuclear Power Plant Operator, M-Division Leading Petty Officer, and leading submarine Nuclear Repair Planner. He also did two tours as a Prototype Instructor and Mechanical Systems Maintenance Manager at the Nuclear Power Training Unit, Idaho Falls, Idaho. Master Chief Tibbitts reported aboard the USS Anchorage QLSD 365 as the Command Master Chief in August 1994. He U established the LANDMARK NINE DUTY SECTION for the crew. As DCCT leader, he helped the ship set new records duflng OPPE and FEP. He spends countless hours counseling personnel in personal and professional development. Awards include the Navy Commendation Medal with gold star in lieu of third award, the Navy Achievement Medal with gold star in lieu of third award, and various campaign and service medals. Master Chief Tibbitts is also the recipient of the COMNAVAIRPAC Engineering Supervisor of the Year and many citations from the Navy and civilian nuclear power authorities during his career. Lieutenant Commander Michael J. Carlin Born in Lincoln, Nebraska, Lieutenant Commander Carlin enlisted in the Navy in 1971. After initial training as an aircrew survival equipmentman, he served the balance of his four year enlistment in patrol Squadron Nineteen, homeport at NAS. Moffett Field, CA. and achieved the rank of second class petty officer. Leaving the Navy in 1975, he enrolled in the University of Nebraska, where he graduated with a Bachelor of Science Degree in Criminal justice in 1980. Having maintained his status as a Navy reservist, he applied for and was accepted to Officer Candidate School at Newport, Rhode Island. Commissioned in 1981, he attended Surface Warfare Officer School in Coronado, CA. His first shipboard assignment was aboard the USS Cushing CDD 9855 in San Diego, CA, where he served as the Communications Officer and First Lieutenant. Lieutenant Commander Carlin was then assigned to Navy Recruiting District, Omaha, as the enlisted programs officer. Upon completion of that duty, he attended Surface Warfare Officers Department Head School in Newport, and was assigned to the USS Reasoner CFF 1063i in San Diego as the Operations Officer. Following that, he served as the First Lieutenant aboard the USS Peoria QLST 11835, also in San Diego. Transferred to the Naval Academy in Annapolis, Maryland, Lieutenant Commander Carlin served initially as a Company Officer, then as the Performance Officer in the Office of the Commandant of Midshipmen. Lieutenant Commander Carlin was Executive Officer from December 199-1-March 1996. His personal decorations include four Navy Commendation Medals, two Navy Achievement Medals, and various campaign and service medals. ln addition to the Surface Warfare Officers pin, he is authorized to wear the Craftmaster pin and the Recruiting Command pin.
