The Political Context of Calvin College The world of higher education is presently undergoing tremendous change. Attempts are being made throughout the world to evolve a con- cept of university education relevant to the modern world. Those different factions which, in sum, are the university must have as their goal the concept of providing true education through the college ex- perience. Every faction has theoreticians with new answers to new problems. The question then arises: With all these dif- ferent ideas, who shall have the right and power to translate his ideas into action? How should the political struc- ture of a university be designed? More specifically, who is going to run Calvin College? American Universities have tradition- ally based their political structure on the theory of in loco parentis, a legal term roughly translated as in the place of the parents. This legal tradition states, quite catagorically, that the stu- dent, upon leaving his home and parents, does not gain legal freedom if he opts to attend a University. Rather the school, under law, takes over the historic role of the parent, defining both what is permissible and what punish- ments are due to offenders. Historically, in loco parentis was instituted in American Universities to correct some very grave social problems. As such it was employed well. The eighteenth-century student was usually fifteen years old, too young to have achieved either maturity or social stabil- ity. ln Europe the upper-class credo worked to give the student a social code, but America had no large nor established upper class, and thus no established value system for social rela- tions. In loco parenlis, then, temporar- ily gave strong parental powers to the university until students could evolve a social code of their own Unfortunately, just as American university students were beginning to emerge as a special society, coeducation came into vogue. The American Puritan! Victorian ethic was shocked by the possibilities for sin this new co- educational system presented. and rushed to institute harsher and more stringent in loco parefzris controls on the students. But times have changed. The modern college student has lived with co- education since kindergarten. He is older, more socially stable, more mature than his eighteenth-century counterpart. The eighteen year old of today can marry, go to war. be held liable for contract, and in many states, vote. He has been urged - even forced - to break from his family. By the age of eighteen he stands as an individual, alone, before the law, the state, society, and before God. Obviously, the concept of in loco parenris is anachronistic, anti-Christian and anti-democratic. lt is antithetical to every understanding of a true education. The philosophy of in loco parentis is untenableg true education cannot be accomplished in so stifling and conserva- tive an atmosphere. ln contrast to the in loco parentis doctrine students in the 1960's have formulated a philosophy of Student Power. They argue that: li since stu- dents are effected for a lifetime by the college experience, and 23 since students alone suffer if the education they receive is not good education, therefore 3j students alone should make policy decisions. This argument is fine as far as it goes. Students are, indeed, the real victims if university education is unsound. A stu- dent voice in policy formation is neces- sary. If the institution of the university is to continue much longer, students must have a voice. However, Student Power advocates make the same mistake as in loco parentis suppoi ters. True, the student is the primary unit effected by the uni- versity, but he is not the only factor 222 involved. As the in loco parentis theory suppresses the student, so Student Power suppresses the Faculty and Ad- ministration. Students do have rights. These rights must be protected. They are necessary if the university is to be an open forum of new ideas and free discussion. But if students rights are used to blind the university to the rights of others political entities on campus, perspective is lost. Injustice cannot rectify injustice. Extremism on the rights destroys personal liberty just as much as extremism on the left. It must be remembered that the stu- dent occupies a unique political position. The other members of the college community have built up tradi- tions, stability, coherence and con- tinuity. Students, however, are tran- sient. They have only four years in which to develop and implement leader- ship abilities. Also, they cannot, due to educational pursuits, devote themselves full-time to college problems. Students simply do not have the time necessary to responsibly govern the college. They cannot accomplish enough on their own. A third philosophy of university political structure has recently arisen, that of a Community Government. In many ways it is a synthesis of the more realistic aspects of the in loco parentis and student power philosophies. The Community Government concept recognizes the forces of the university political scene as equals, subject to and gaining authority from the Board of Trustees. Each has a voice in the formu- lation of policy. Under such a structure a constructive atmosphere is established, one in which the political elements can work together, not against each other. Each group can speak authoritatively, secure on its own power base. The rights of each group are protected and con- firmed, and such is the resultant struc- ture that new ideas can find expression, discussion, and realistic implementation.
